EVALUASI PENERAPAN PERMENDAGRI NOMOR 17 TAHUN 2007 TERHADAP EFEKTIVITAS PENGELOLAAN BARANG DAERAH PEMERINTAH PROVINSI GORONTALO 2008

Dalam Peraturan Pemerintah nomor 8 tahun 2006 tentang Pelaporan Keuangan dan Kinerja Instansi Pemerintah Daerah, pasal 7 dijelaskan bahwa neraca merupakan laporan yang menggambarkan posisi keuangan pemerintah daerah mengenai aset, kewajiban dan ekuitas dana. Salah satu unsur aset yang sangat mempengaruhi penyusunan neraca yang nantinya akan mempengaruhi kualitas laporan keuangan daerah yaitu aset tetap khususnya tanah dan bangunan. Dalam hal pengelolaan aset daerah, Provinsi Gorontalo sejak tahun terbentuknya hingga tahun 2008 sudah mengembangkan manajemen aset daerah dalam bentuk pengelolaan barang milik daerah sebagaimana aturan yang dikeluarkan pemerintah pusat yang saat ini menerapkan Peraturan Menteri Dalam Negeri Nomor 17 Tahun 2007 tentang Pedoman Teknis Pengelolaan Barang Milik Daerah. Namun sampai saat ini masih ditemukan aset-aset daerah berupa tanah, bangunan, kendaraan dan peralatan yang dimiliki SKPD yang tidak tertib pengelolaan data barangnya, hal ini menyebabkan pemerintah daerah kesulitan untuk mengetahui secara pasti aset yang dikuasai, sehingga aset yang dikelola cenderung tidak optimal dalam penggunaannya. Berdasarkan uraian diatas maka, dalam penelitian ini penulis berkeinginan meneliti sejauh mana Pemerintah Daerah Provinsi Gorontalo dalam hal ini Biro Umum dan Humas menerapkan Peraturan Menteri Dalam Negeri Nomor 17 Tahun 2007 yang ditinjau dari 4 aspek yaitu, perencanaan kebutuhan barang, pelaksanaan pengadaan barang, perubahan status hukum barang dan efektivitas pengelolaan barang daerah dengan menggunakan metoda survey dan kuesener kepada 53 responden aparat pengelola barang. Hasil analisis terhadap jawaban quisioner dari 53 orang responden, 55 persen atau 29 responden mengatakan bahwa dari keempat indikator yang diteliti, menujukkan penerapan Peraturan Menteri Dalam Negeri Nomor 17 Tahun 2007 di Provinsi Gorontalo masih sangat rendah.

The Article 7 of the Government Regulation Number 8 of 2006 on Financial Reporting and the Performance of Local Institutions states that a balance is a report that describes the asset-based financial position of a local government, accountability and fund equity. One of the elements of the assets that significantly influences the balance and in turn the quality of the local financial report is permanent asset, especially property. Since its establishment to 2008 the province of Gorontalo has developed the management of local assets following the regulation of central government that is at present implemented through the Home Affairs Minister’s Regulation Number 17 of 2007 on the technical guideline of local assets management. However, the actual case is that the management of the data of the local government’s assets, including land, buildings, motorized vehicles and equipments owned by SKPD has not well-managed. It causes the difficulty in exactly making the inventory of the assets and also less optimal management of the assets. Based on the above description, the author intends to investigate the extent to which the provincial government of Gorontalo, especially the general and public relation bureau has implemented the Home Affairs Minister’s Regulation Number 17 of 2007 viewed from 4 aspects, which are the planning of goods requirements, the implementation of the goods procurement, the change in the legal status of the goods, and the effectiveness in the management of the local assets. It uses a survey method with questionnaires that are distributed to 53 respondents of the local assets managing apparatus. The results of the analysis of the questionnaire responses of the 53 respondents are 55 percent or 29 respondents state that the implementation of the Home Affairs Minister’s Regulation Number 17 of 2007 in Gorontalo province is very low based on the four indicators of the study.
