ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI KINERJA PELAKSANAAN ANGGARAN PENDAPATAN BELANJA DAERAH DI KABUPATEN RAJA AMPAT

Analisa faktor-faktor yang mempengaruhi kinerja pelaksana APBD merupakan salah satu topik yang menarik dalam penelitian kinerja pelaksana APBD. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi kinerja pelaksana APBD di Kabupaten Raja Ampat Propinsi Papua Barat, yaitu faktor sistem informasi manajemen, sarana dan prasarana, kompetensi pegawai, sistem dan prosedur, penghargaan (rewards) yang jelas, dan sanksi (punishment) yang tegas. Sampel penelitian diambil dari pegawai pelaksana APBD di Kabupaten Raja Ampat Provinsi Papua Barat. Analisis data penelitian menggunakan analisis regresi linier berganda. Hasil penelitian menunjukkan faktor sarana dan prasarana, kompetensi pegawai, sistem dan prosedur, dan penghargaan berpengaruh secara positif dan signifikan terhadap kinerja pelaksana APBD. Faktor-faktor ini menjadi penting dalam upaya meningkatkan kinerja pelaksana APBD. Faktor sistem informasi manajemen dan sanksi tidak berpengaruh secara positif dan signifikan terhadap kinerja pelaksana APBD. Hal ini dapat disebabkan karena sistem informasi manajemen dan sanksi belum berjalan dengan baik, jadi masih belum berpengaruh terhadap kinerja pelaksana APBD. Faktor sistem informasi manajemen, sarana dan prasarana, kompetensi pegawai, sistem dan prosedur, penghargaan, serta sanksi secara bersama-sama berpengaruh secara positif dan signifikan terhadap kinerja pelaksana APBD sebesar 76,9 persen.

Analysis of the factors that affect the performance of executive budget is one of the interesting topics in executive performance research budget. The objectives of this research are to determine the factors affecting budget performance in the District executing the Raja Ampat West Papua Province. The factors are management information systems, facilities and infrastructure, employee competence, systems and procedures, rewards, and punishment. The research sample is used the executive budget officer at Raja Ampat West Papua Province. Data analysis of research using multiple linear regressions. The results showed the facilities and infrastructure factors, employee competence, systems and procedures, and the award has a positive and significant impact on budget implementation performance. These factors become important in the effort to improve the performance of executive budget. Factor management information systems and punishment have no effect in a positive and significant impact on budget implementation performance. This caused by management information systems and sanctions have not worked well, so it is still not affect the performance of executive budget. Factor management information systems, facilities and infrastructure, employee competence, systems and procedures, rewards, and punishment together ave a positive and significant impact on budget implementation performance of 76.9 percent.
