SISTEM PENDUKUNG KEPUTUSAN PENENTUAN PENEMPATAN BIDAN PTT (PEGAWAI TIDAK TETAP) PADA KABUPATEN BIREUEN

Pemerintah Daerah melalui Dinas Kesehatan memberikan kebutuhan pelayanan kesehatan dasar di desa, khususnya kesehatan ibu dan anak dengan menempatkan bidan PTT (pegawai tidak tetap). Dalam penentuan lokasi penempatan bidan PTT, masalah yang sering terjadi adalah ketidaksesuaian dalam penempatan bidan PTT yang dibutuhkan oleh sebuah desa. Untuk mengatasi masalah tersebut, diperlukan suatu sistem komputer berupa sistem pendukung keputusan yang dapat membantu menentukan kesesuaian bidan yang dibutuhkan oleh sebuah desa. Penelitian bertujuan membangun sistem pendukung keputusan penentuan penempatan bidan PTT. Metode yang digunakan adalah pencocokan profil (profil matching), yaitu menggunakan analisis GAP dengan mencari nilai profil bidan yang memiliki profil sedekat mungkin dengan nilai profil yang diinginkan oleh desa. Sistem aplikasi ini bersifat dinamis terhadap penambahan dan pengurangan kebutuhan kriteria yang menjadi acuan dalam penilaian. Hasil dari proses tersebut berupa perankingan dari nilai profil bidan PTT yang akan ditempatkan di desa, dan dijadikan sebagai rekomendasi pengambilan keputusan penempatan bidan PTT pada Kabupaten Bireuen.

Local Government through the Department of Health is to provide basic health care needs in the village, especially the health of mothers and children by placing a midwives PTT (non-permanent employees). In determining the PTT midwives location placement, the most common problems are there are inconsistencis in the placement of the PTT midwives needed by a village. To overcome this problem, a computer system in the form of decision support systems is required. The use of decision support system is expected to help determining the suitability of midwives needed by a village. The research aims to build decision support systems determining the placement of the PTT midwives, the method used here is the profile matching, using GAP analysis by searching the midwives profiles who have profile as close as possible to the values desired by the village profiles. The system is dynamic application of the addition and reduction criteria needs to be a reference in the assessment. The results of the process of ranking of the profile value of PTT midwives who will be stationed in the village, and serve as a recommendation of placement decisions on Bireuen PTT midwives.
