IMPLEMENTASI PROGRAM BANTUAN KEUANGAN PEUMAKMUE GAMPONG (BKPG) DI PROVINSI ACEH (Studi Kasus Pada Gampong Reuloh di Kabupaten Aceh Besar Dan Gampong Batoh Kota Banda Aceh)

Program Bantuan Keuangan Peumakmoe Gampong (BKPG) bertujuan memeratakan pendapatan masyarakat , membuka kesempatan bekerja, menurunkan jumlah penduduk miskin di gampong.. Ini juga bertujuan meningkatkan kemampuan kemasayaratan lembaga gampong, meningkatkan kemandirian, swadaya masayarakat, dan gotog royong, serta meningkatkan kinerja aparat gampong. Gampong Reuloh dan gampong Batoh menarik untuk diteliti untuk mengetahui bagaimana proses implementasi program BKPG ini di kedua gampong tersebut. Dengan menggunakan metode penelitian deskriptif kualitatif, maka diperoleh hasil bahwa pada dasarnya pelaksanaan program BKPG di kedua Gampong tersebut berlangsung baik, walaupun hasil yang diperoleh terdapat perbedaan karakteristik proses pelaksaannya yaitu 1) di Gampong Reuloh pelaksanaannya didampingi oleh FK dan di Gampong Reuloh hanya didampingi oleh AFK, 2) Pembagunan sarana fisik di Gampng Batoh lebih cenderung pada peningkatan ekonomi, sedangkan di Gampong Reuloh pembangunan sarana fisik terfokus pada peningkatan sarana lingkungan. 3) Di Gampong Reuloh pelaksanaan program BKPG ini lebih mengutamakan pemberdayaan masyarakat, sedangkan di Gampong Batoh, kesan pemberdayaan masayrakat kurang nampak. Dari analisis faktor-faktor yang mempengaruhi implementasi keberhasilan program BKPG 1) Komunikasi, keberhasilan program BKPG di Gampong Reuloh karena adanya informasi yang diterima langsung dari FK yang ditunjuk oleh Pemeritah provinsi Aceh, sedangkan di Gampong Reuloh hambatan yang dialami adalah informasi yang didapat melalui jalur yang banyak.2) Sumber daya , keberhasilan program BKPG di Gampong Reuloh karena adanya peran FK yang dominan, sedangkan di Gampong Batoh dipengaruhi kemampuan dan keterampilan TP-BKPG dan AFK dalam memenejemen program, 3) sarana dan prasarana, disediakannya kantor, gedung pertemuan, dan ruangan rapat oleh pemerintahan gampong maupun kecamatan, sehingga aparat pelaksana dapat bekerja secara maksimal. 4) Disposisi, keberhasilan program ini juga didukung sikap para pelaksana dan pengelola program yang baik dalam melayani masyarakat selama program BKPG ini berlangsung., 5) Struktur birokrasi, adanya petunjuk pelaksanaan sebagai SOP bagi para pejabat pengelola dan pelaksana program BKPG pembagian tanggungjawab yang jelas dari masing-masing komponen organisasi BKPG, menunjang keberhasilan program ini di Gampong Reuloh dan digampong Batoh. Dengan demikian dapat disimpulkan bahwa proses implementasi program BKPG di kedua gampong tersebut telah sesuai dengan tujuan dan petunjuk pelaksanaan. Hasil yang dicapai di kedua gampong tersebut menunjukan adanya pembangunan penanggulangan kemiskinan yang bersifat partisipatif.

Financial Assistance Program Peumakmoe Gampung (BKPG) aims to equalize incomes, work opportunities, reduce the number of poor in the village. It also aims to improve the ability of social institutions levels, to improve selfreliance, self-supporting community, and cooperation, and improve the performance of village officials. Gampong Reuloh and Gampong Batoh interesting to study to find out how the process of implementing this program in the second BKPG the gampong. Using a descriptive qualitative research method, the obtained results that are essentially implementing the program in both Gampong BKPG lasted well, although there are differences in the results obtained characteristics of the implementation process, that is 1) in Gampong Reuloh accompanied by FK and its implementation in Gampong Reuloh only accompanied by AFK, 2) Development of infrastructure in Gampng Batoh more prone to economic improvement, while in Gampong Reuloh physical infrastructure development focused on improving the environmental infrastructure. 3) In Gampong Reuloh BKPG implementation of this program more priority to the empowerment of communities, while at Gampong Batoh, less visible impression of community empowerment. From the analysis of the factors that influence the implementation of the program's success BKPG 1) Communications, the successful program in Gampong Reuloh BKPG because of information received directly from the Faculty of Medicine appointed by the Government of Aceh Province, while in Gampong Reuloh barriers experienced by the information obtained through the a lot. 2) The resources, the success of the program in Gampong Reuloh BKPG due FK dominant role, whereas in Gampong Batoh influenced the ability and skills of TP-BKPG and AFK in memenejemen program, 3) facilities and infrastructure, provision of office, conference hall and meeting room by village and district governments, so that the implementing authorities can work optimally. 4) Disposition, the success of this program is also supported by the attitude of the implementers and program managers are good in serving the community during this BKPG program underway., 5) The structure of the bureaucracy, the implementation guidelines as SOP for officials BKPG program managers and implementers a clear division of responsibilities each component BKPG organization, the success of this program in Gampong Reuloh and Gampong Batoh. It can be concluded that the implementation process in the both village BKPG program has been in accordance with the objectives and implementation guidelines. Results achieved in both village showed the development of participatory poverty reduction.
