FAKTOR – FAKTOR YANG MEMPENGARUHI PROSES IMPLEMENTASI KEBIJAKAN DESENTRALISASI

Desentralisasi adalah salah satu system yang saat ini sedang diterapkan dibeberapa Negara demokarsi. Timor-Leste adalah sebuah Negara baru di era millennium 2 ini sedang merencanakan beberapa tahun yang lalu untuk menerapkan Desentralisasi di semua distrik di Timor Leste. Tantangan yang dihadapi saat ini adalah belum lengkapnya undang-undang yang mendukung proses implementasinya, disamping tuntutan masyarakat agar Desentralisasi segera di implementasikan di Daerah-Daerah mereka, agar pembangunan lebih dirasakan oleh masyarakat dipedalaman. Oleh karena itu penelitian ini bertujuan untuk mengetahui Proses Implementasi Kebijakan Desentralisasi, yang diukur dari indikator-indikator sosialisasi Politik, dukungan Politik dan komitmen pimpinan; dan untuk mengetahui faktor-faktor yang berpengaruh terhadap Proses Implementasi Kebijakan Desentralisasi yaitu : Faktor Sosial Politik. Penelitian ini dilakukan di Kantor Kementerian Administrasi Negara dan Penataan Wilayah Timor Leste dengan menggunakan metode penelitian kualitatif, dengan jenis pendekatan penelitian deskriptif (deskriptive research). Data primer diperoleh dari wawancara langsung dengan para informan yang terdiri dari Sekretaris Negara Pendayagunaan dan Aparatur Negara, Inspectur Geral, Directur Geral, 6 Directur Nasional di Kementerian Administrasi Negara dan Penataan Wilayah (MAE-OT), 2 orang informan dari Parlemen Nasional 1 orang informan dari partai oposisi dan 1 orang informan dari partai koalisi, 2 orang Bupati/Administrador, 2 orang kepala Desa. Data sekunder diperoleh dari penelusuran pustaka, data hasil observasi, yakni dari observasi langsung peneliti di lapangan. Dari hasil penelitian diketahui bahwa dari aspek sosialisasi politik dari partai-partai yang ada sejauh ini belum berhasil meyakinkan masyarakat dalam rangka sosialisasi tentang Desentralisasi yang akan di implementasikan, mengingat sosialisasi dilakukan secara tidak maksimal artinya fokus sosialisasi tidak terarah yakni masing-masing partai mengutamakan programnya sendiri. Dari segi dukungan politik, dukungan politik ada yakni dari oposisi mempunyai keinginan untuk segera mengimplementasikan, namun dari partai koalisi belum terlihat kemauan tersebut mengingat masing-masing partai yang bergabung di koalisi sedang sibuk dengan janji-janji mereka pada saat kampanye pemilhan yang lalu.. Dari segi komitmen pimpinan juga belum bigitu maksimal karena para lider politik kalangan atas kebanyakan mementingkan kepentingan partai masing-masing dan belum terlihat adanya komitmen yang baik dalam rangka mengimplementasikan Kebijakan Desentralisasi ini. Faktor-faktor yang mempengaruhi proses implementasi Kebijakan Desentralisasi seperti politisasi atau faktor politik menunjukan bahwa masing-masing partai yang ada saat ini mengutamakan kepentingan-kepentingan partainya saja. Pimpinan partai belum menunjukan kemauan yang baik untuk memperhatikan kepentingan masyarakat akan tetapi kebanyakan para pemimpin masih mempertahankan status quo artinya mempertahankan ide-ide partai dan belum disesuaikan dengan kepentingan masyarakat umum.

Decentralization is one of the systems currently being implemented in several countries demokarsi. Timor-Leste is a new State in the second millennium of this era is planning several years ago to implement decentralization in all districts of Timor Leste. The challenge facing today is not yet completed legislation that supports the implementation process, in addition to public demands for decentralization immediately implemented in their areas, of development that is more felt by the people in the interior. Therefore this study aims to knowing the Implementation Process of Decentralization Policy, which is measured from the indicators of political socialization, political support and commitment of the leadership. : and to knowing the factors that influence that is Decentralization Policy Implementation Process: Social and Political Factors. The research was conducted at the Office of the Ministry of State Administration and Regional Planning Timor Leste using qualitative research methods, with the type of descriptive research approach. Primary data obtained from direct interviews with informants consisting of the Secretary of State for Administrative and Reform, Geral Inspectur, Director Geral, 6 of the National Director in the Ministry of State Administration and Regional Planning (MAE-OT), two informants of the National Parliament one of the informants from opposition parties and a coalition of people from the party informants, 2 Regent / Administrator, 2 village heads. Secondary data obtained from literature searches, data observations, ie, from direct observation of researchers in the field. From the survey results revealed that from the aspect, of political socialization of the parties who have so far not managed to convince the people in the socialization of decentralization that will be implemented, given the socialization is done not optimal means that the focus of socialization is not directed each party put its own program . In terms of political support, political support from the opposition that has no desire to quickly implement, but from the coalition parties are considering have not seen the willingness of each party who joined the coalition is busy with their promises at the last election campaign . In terms of commitment of the leadership has not maximum because of the political circles of the party most concerned with the interests of each and still no commitment either in order to implement this decentralization policy. Factors that influence the implementation process Decentralization Policies such, as the politicization or political factors indicate that each party's current priority to the interests of his party alone. Party leaders have shown a good willingness to consider the interests of society, but most leaders still maintain the status quo, means to maintain the party's ideas and not tailored to the interests of the general public.
