KESIAPAN PEMDA KABUPATEN SUMBA TIMUR UNTUK PENERAPAN PERATURAN PEMERINTAH NOMOR 51 TAHUN 2009 TENTANG PEKERJAAN KEFARMASIAN

Pemerintah menetapkan Peraturan Pemerintah Nomor 51 Tahun 2009 tentang Pekerjaan Kefarmasian untuk mengatur pemerataan tenaga apoteker. Penelitian ini bertujuan untuk mengetahui kesiapan Pemda Kabupaten Sumba Timur dalam menerapkan Peraturan Pemerintah Nomor 51 Tahun 2009 tentang Pekerjaan Kefarmasian di puskesmas. Metode: Penelitian ini merupakan penelitian deskriptif analitik. Variabel terikat: kesiapan Pemda Kabupaten Sumba Timur dalam menerapkan Peraturan Pemerintah Nomor 51 Tahun 2009. Variabel bebasnya: 1). Kesiapan organisasi, 2). Kesiapan pembiayaan, 3). Kesiapan manajemen informasi, 4). Kesiapan SDM (Decision-maker). Instrumen utama adalah peneliti; pedoman wawancara sebagai panduan wawancara mendalam, dan observasi non partisipan terstruktur. Data dianalisa, ditriangulasi, dan ditarik kesimpulan. Hasil: Kabupaten Sumba Timur memiliki 19 puskesmas. Survai per akhir Desember 2010, jumlah tenaga farmasi yang ada di Kabupaten Sumba Timur, adalah 12 orang apoteker, satu orang sarjana farmasi, diploma farmasi sebanyak delapan orang, dan 11 asisten apoteker. Tenaga Apoteker di Sumba Timur kurang. Berdasarkan kesiapan organisasi, Renstra Dinkes menyebutkan akhir tahun kinerja 2015, target cakupan apoteker tidak ada. Dari kesiapan pembiayaan, anggaran khusus untuk tenaga Apoteker tidak ada. Terkait kesiapan manajemen informasi, belum ada peta tenaga dan akses informasi yang lambat. Sedangkan mengenai kesiapan SDM, good will, political will, comitment will pengambil kebijakan Kabupaten Sumba Timur tinggi. Kesimpulan: Pemda Kabupaten Sumba Timur belum siap menerapkan Peraturan Pemerintah Nomor 51 Tahun 2009 tentang Pekerjaan Kefarmasian di puskesmas secara Nasional tahun 2011.
Background: Pharmacists played important role in community health centers, but the availability of pharmacists was still lacking in community health centers in Sumba Timur District. Government’s policy of regulating the even distribution of pharmacists was carried out by the issuing of Government’s regulation No. 51 year 2009 about Pharmaceutical Occupations. General aim of the research was to know the preparedness of Sumba Timur District Government for the application of Government’s regulation No. 51 year 2009 about pharmaceutical occupations. Methods: The research was a descriptive research with exploratory survey method. Dependent variable: Preparedness of Sumba Timur District Government for the application of Government’s regulation No. 51 year 2009. Independent variables: 1) preparedness of organization, 2) preparedness of funding, 3) preparedness of information management, 4) preparedness of human resources. The main instruments were the researcher, an interview guideline as a guidance to conduct an in-depth interview, and structured observation of non-participants. Data were then analyzed and triangulated to gain conclusion. Results: Sumba Timur District have 19 community health centers and 12 persons working in pharmacy. Two pharmacists and five pharmacist’s assistants in District Health Office; while five other pharmacist assitants were available in five community health centers. Persons who occupied pharmaceutical occupations personnel were much lacking. The preparedness of Sumba Timur District Government for application of Government’s rule No. 51 viewed from indicators: 1) Organizational preparedness, strategic planning of Dinkes stated that up to the end of year 2015, the target of coverage for people employed in pharmaceutical occupations was planned to be 11 pharmacists; 2). Preparedness of funding, no specific budget available for pharmacy personnel; 3). Preparedness of information management. No employee-mapping available; 4).Preparedness of human resources, good will, political will, and commitment will of the policy maker in Sumba Timur District was high. Conclusion: Sumba Timur District Government was not yet ready for the 2011 national application of Government’s regulation No. 51 year 2009 about Pharmaceutical Occupations.
