EVALUASI PELAKSANAAN PENGISIAN LAPORAN PEMAKAIAN DAN LEMBAR PERMINTAAN OBAT (LPLPO) PUSKESMAS DI KABUPATEN SUBANGTAHUN 2006-2009

Latar Belakang: Laporan Pemakaian dan Lembar Permintaan Obat (LPLPO) menunjukan laporan pemakaian obat baik berupa buku, lembaran atau dalam bentuk format pemakaian lainnya di puskesmaspuskesmas Kabupaten Subang. Penanggung jawab pelaksanaan pencatatan dan pelaporan obat adalah petugas obat yang diberi wewenang oleh kepala puskesmas. Tenaga pengelola obat puskesmas di Kabupaten Subang terkadang mengalami beban tanggungjawab kerja yang tidak seimbang sehingga mengganggu jalannya proses pencatatan dan pelaporan obat. Aspek perilaku, motivasi kerja dan kepuasan kerja petugas pengelola dianggap berperan terhadap kelancaran kegiatan pengelolaan obat di puskesmas. Tujuan Penelitian: Memperoleh gambaran tentang pelaksanaan pencatatan dan pelaporan obat puskesmas melalui pengisian LPLPO. Mengetahui seberapa besar hubungan antar faktor dan faktor yang paling dominan dalam pelaksanaan pencatatan dan pelaporan LPLPO Puskesmas. Metode Penelitian: Penelitian ini merupakan penelitian deskriptif kuantitatif non eksperimental. Pengumpulan data dilakukan secara crosssectional. Teknik (cara) pengumpulan data melalui observasi, pengamatan dan penyebaran kuesioner (angket). Alat analisis yang digunakan meliputi analisis distribusi frekuensi, analisis validitas-reliabilitas data dan regresi berganda. Variabel independen yang digunakan meliputi perilaku, motivasi dan kepuasan kerja, sedangkan variabel dependennya adalah pelaksanaan pencatatan dan pelaporan obat puskesmas. Hasil Penelitian: Berdasarkan penelitian, pelaksanaan pencatatan dan pelaporan obat puskesmas sebagian besar berada pada kondisi baik dengan tingkat persentase 87,5%. Distribusi perilaku petugas obat di puskesmas Kabupaten Subang sebagian besar juga berada pada kondisi baik dengan tingkat persentase sebesar 80%. Aspek motivasi petugas pengelola obat berada pada kondisi baik dan sangat baik dengan tingkat persentase masing-masing sebesar 50%. Kepuasan kerja pertugas pengelola obat berada pada kondisi tinggi dengan tingkat persentase sebesar 62,5%. Berdasarkan analisa regresi semua variabel yang meliputi perilaku, motivasi dan kepuasan kerja mempunyai pengaruh yang signifikan terhadap pelaksanaan pencatatan dan pelaporan obat puskesmas di Kabupaten Subang. Kesimpulan: Terdapat kesesuaian pelaksanaan pencatatan dan pelaporan obat puskesmas melalui LPLPO puskesmas di Dinas Kabupaten Subang. Variabel perilaku, motivasi, dan kepuasan kerja petugas mempunyai pengaruh signifikan terhadap pelaksanaan pencatatan dan pelaporan obat.

Background: Drug recording and reporting sheets represented drug usage refort in the forms of book, reporting sheet and others in public health centers of Subang district. Those responsible for the drug usage refort were the drug officers with the authority delegated by the heads of public health center. The drug managing officers of public health center often experience imbalanced working load that interfered with the accomplishment of the drug recording and reporting tasks. Behavioral aspect, working motivation and job satisfaction of the officers were considered to play an important role in the accomplishment of the drug management responsibility in public health center. Study Objectives: The study aimed at describing the drug recording and reporting process in public health center using the drug recording and reporting sheets. It also aimed at finding out the dominant factors in the implementation of the drug recording and reporting in public health center. Study Method: It was a descriptive, quantitative and non-experimental study. The data was collected using observation and questionnaire. The analysis instruments consisted of frequency distribution analysis, the analysis of data reliability and validity and multiple regressions. The independent variable of the study were behavior, working motivation and job satisfaction, while its dependent variables were the implementation of the drug recording and reporting in public health center. Study Results: The results of the study showed that the implementation of the drug recording and reporting in public health center was in general good with the percentage of 87,5%. The distribution of the behavior of the drug officers in public health center of Subang district was in general good with the percentage of 80%. The working motivation of the drug officers was good and very good with their respective of 50%. The job satisfaction of the drug officers was high with percentage of 62,5%. Based on the regression analysis all of the variables, including behavior, working motivation and job satisfaction had a significant impact on the implementation of the drug recording and reporting process at public health center in Subang district. Conclusion: There was an agreement between the implementation of the drug recording and reporting process using the drug recording and reporting sheets at public health center in Subang district. The variables of behavior, motivation and job satisfaction of the drug officers had a significant impact on the implementation of the drug recording and reporting.
