MODEL PENERIMAAN E-KTP DI KECAMATAN GONDOKUSUMAN YOGYAKARTA DENGAN PENDEKATAN UTAUT

Penerbitan KTP sebagai dokumen kependudukan masih banyak penyalahgunaan seperti banyaknya kasus KTP ganda yang ditemukan. Untuk menghindari penerbitan KTP ganda, pemerintah mengusung program e-KTP. Program e-KTP sudah dilaksanakan di Kecamatan Gondokusuman, Yogyakarta. Namun dalam pelaksanaan uji petik di Kecamatan Gondokusuman, ditemukan berbagai permasalahan seperti tidak diambilnya sejumlah e-KTP yang sudah dicetak dan penolakan penggunaan e-KTP oleh perbankan. Penelitian ini bertujuan untuk mengetahui penerimaan e-KTP di Kecamatan Gondokusuman Yogyakarta dan faktor-faktor yang mempengaruhi tingkat penerimaan tersebut. Penelitian ini menggunakan analisis regresi dengan model Unified Theory of Acceptance and Use of Technology (UTAUT) yang sudah dimodifikasi. Survei dilakukan dengan menyebarkan kuisioner pada masyarakat Gondokusuman yang memiliki e-KTP. Dari 200 kuisioner yang disebar, hanya 194 kuisioner yang kembali dan hanya 184 kuisioner yang terisi dengan lengkap. Penelitian ini membuktikan bahwa penerimaan e-KTP di Kecamatan Gondokusuman Yogyakarta, dengan melihat nilai intention to use, cukup baik walaupun hanya pada tingkat yang biasa-biasa saja. Adapun faktor-faktor yang mempengaruhi penerimaan e-KTP adalah performance expectancy, facilitating conditions, dan perceive credibility. Walaupun efek moderasi yang ditimbulkan cukup rendah, gender terbukti mampu mempengaruhi hubungan facilitating conditions terhadap intention to use dengan nilai interaksi negatif. Dengan mempertimbangkan efek gender, secara keseluruhan model mampu menjelaskan varian hingga 18,9 %.

KTP as a legal ID document in Indonesia has one big issue problem, that many citizen commited fraud by having KTP more than one. In order to solve that problem, government made a policy by replacing old KTP with e-KTP. This e- KTP program has been conducted in Gondokusuman Subdistrict, Yogyakarta as one of 6 goverment pilot projects. However, the implementation of e-KTP in Gondokusuman Subdistrict has many obstacles like uncollected e-KTPs by some citizen in Subdistrict Gondokusuman and the refusal of e-KTP by banking institutions. Therefore this research aims to understand the acceptance of e-KTP in Gondokusuman Subdistric and to understand factors that determine the acceptance of e-KTP. This research uses regression analysis with Unified Theory of Acceptance and Use of Technology (UTAUT) model with some modifications. The survey was conducted by distributing questionnaires to e-KTP’s holders in Gondokusuman Subdistrict. From 200 distributed questionnaires, 194 questionnaires return and only 184 questionnaires that don’t have any blank responses. By assessing intention to use, this research verified that e-KTP acceptance in Gondokusuman Subdistrictis is good enough even it’s only so-so. The main determinans of intention to use are performance expectancy, facilitating conditions, and perceive credibility. This research verified that gender has moderating effect, although it is considered weak, but it influence facilitating conditions relation to intetion to use with negatif value interaction. With gender as moderating variabel, the model can explain until 18,9 % of varians.
