Penelitian. ini. bertujuan. untuk. mengetahui. hambatan. yang. dihadapi. oleh. Program. Karbon. Hutan. Berau. dan. respon. masyarakat. internasional. serta. upaya. yang. dilakukan. pemerintah. nasional. serta. kabupaten. Berau.. Dalam.implementasi.programnya.PKHB.mengalami.berbagai.hambatan.baik. internal:. yang. meliputi. pemahaman. tentang. program. REDD. dan. internal. PKHB,.Kelembagaan.PKHB,.Koordinasi.Lintas.Sektoral..Sedangkan.hambatan. eksternal. yang. dihadapi. antara. lain:. masalah. pendanaan,. paradigma. pengelolaan. Sumber. Daya. Alam,. Rendahnya. Dukungan. Pemerintah. dan. Partisipasi.Masyarakat.Adat.serta.pihak-pihak.terkait.(stakeholders).dalam. pembuatan.kebijakan.kehutanan.. . Meskipun. data. di. kabupaten. Berau. menunjukkan. tingkat. laju. deforestasi.yang.cukup.tinggi,.namun.upaya.yang.dilakukan.bersama.mitra. TNC.selama.ini.menunjukkan.perkembangan.yang.signifikan..Perkembangan. ini.menunjukkan.Kabupaten.Berau.cukup.memenuhi.persyaratan.kesiapan. menjadi. provinsi. percontohan. program. REDD. yang. berbasis. kabupaten. sekaligus. pioneer. bagi. kabupaten. dan. kotamadya. di. Provinsi. Kalimantan. Timur.dan.Indonesia.(secara.umum).. . Kemajuan. pelaksanaan. PKHB. pada. akhirnya. menandai. adanya. keseriusan.usaha.dari.pemerintah.kabupaten.(khususnya).dan.pemerintah. nasional.. Bentuk. yang. nyata. adalah. adanya. undang-undang. pengelolaan. kehutanan.yang.baru. dan.RENSTRANAS.Departemen.Kehutanan.mengenai. REDD.di.Indonesia..

The. primary. purposes. of. this. thesis. are,. first,. to. identify. the. Berau. Forest. Carbon. Program. Implementation. and. the. second. . to. analize. the. response. from. International. community. and. National. and. Berau. District. Government. efforts. in. . reducing. emission. from. deforestation. and. forest. degradation.. . This. research. using. qualitative. research. method,. with. descriptive. analytic.,.which.describes.the.factors.that.caused.obstacle.in.Berau.Forest. Carbon. Program. . Implementation. and. then. try. to. analize. the. efforts. of. National.and.Berau.District.Government.in.reducing.that.factor.. The. data. shows. that. there. were. several. obstacles. in. Berau. Forest. Carbon. Implementation.. On. Internal. sector. (1). The. understanding. of. Reducing.Emission.from.Deforestation.and.Degradation.program.and.Berau. Forest. Carbon. Program,. (2). The. Institutional. of. BFCP,. and. (3). The. Coordination. among. sectoral.. The. external. factors. caused. by. (1). The. budgeting,. (2). The. management. of. Natural. Resources. Paradigm,. (3). The. modest. of. government. participation,. Indigenous. People. and. Multi. stakeholders.in.forestry.rules.making.process.. The.conclusion.of. this. research.were. founded.that.many. responses. arrived. from. the. International. community. . and. the. effort. of. national. and. Berau. district. government,. on. the. national. level. there. are. five. National. Planning.Strategies.by.Changing.the.Forestry.rules.and.Forest.Sustainable. Management. Paradigm. and. also. enhancing. the. indigenous. people. and. multistakeholders.participation..The.same.on.local.level,.the.Berau.district. government.have.five.strategies.too..
