Studi ini menekankan pada bagaimana proses rekrutmen kandidat yang dilakukan Partai Golkar Kota Ternate menjelang pemilihan walikota dan wakil walikota Ternate 2010 dan banyak menuai kontroversi di internal Partai Golkar. Dimana kader partai Golkar pada akhirnya harus tersingkir sebagai calon walikota dari Partai Golkar. Penelitian ini menguraikan serta menjelaskan proses rekrutmen kandidat oleh Partai Golkar pada pemilihan walikota dan wakil walikota Ternate periode 2010-2015. Tujuan penelitian ini untuk mengetahui bagaimanakah rekrutmen kandidat yang dilakukan oleh Partai Golkar pada Pemilihan walikota dan wakil walikota Ternate 2010-2015, dan mengapa kandidat yang direkomendasikan oleh DPD II Partai Golkar Kota Ternate, tidak mendapat persetujuan atau legitimasi dari DPP Partai Golkar. Penelitian ini menggunakan jenis penelitian deskriptif eksploratif dengan pendekatan kualitatif. Data-data diperoleh melalui sumber data primer dan juga sekunder. Partai Golkar dalam melakukan rekrutmen kandidat, sebelumnya selalu mengedepankan atau memprioritaskan kader untuk dicalonkan dalam pemilihan baik legislatif maupun eksekutif. Dalam pemilihan kepala daerah langsung yang dimulai pada tahun 2005 sampai pada tahun 2010, Partai Golkar memiliki pedoman yang mengatur tentang mekanisme rekrutmen kandidat. Pedoman tersebut diatur melalui petunjuk pelaksana (Juklak) tentang tata cara pemilihan kepala daerah dari Partai Golkar. Kebijakan Partai yang tercantum di dalamnya juga menjelaskan mengenai pertimbangan kader partai sebagai calon walikota dan juga wakil walikota yang perlu mempertimbangkan hasil pemilihan legislatif di masing-masing daerah. Hasil penelitian ini menunjukkan bahwa Iqbal Ruray yang merupakan kader Partai Golkar Kota Ternate dan juga Ketua DPD II Partai Golkar Kota Ternate, telah ditetapkan melalui Rapimda sebagai calon walikota dari Partai Golkar. Namun akhirnya Hi. Burhan Abdurrahman yang bukan merupakan kader Partai Golkar saat ini (non kader) yang ditetapkan secara resmi sebagai calon walikota oleh DPP Partai Golkar berdasarkan hasil survey. Hal ini disebabkan karena adanya perubahan kebijakan partai di akhir proses kandidasi yang telah berlangsung. Perubahan kebijakan yang terlambat, menyebabkan terjadinya konflik internal Partai Golkar Kota Ternate. Selain itu, perubahan kebijakan tersebut menfasilitasi masuknya kepentingan beberapa elit Partai Golkar, baik di daerah maupun pusat yang memanfaatkan konflik internal yang terjadi. Kepentingan elit di balik para kandidat adalah upaya mendapat dukungan oleh DPD II Partai Golkar Kota Ternate pada saat akan mencalonkan diri sebagai bakal calon gubernur pada pemilihan gubernur Maluku Utara periode 2013-2018. Indikasi adanya benturan kepentingan, terlihat dari dua keputusan yang berbeda antara keputusan di daerah dan keputusan di pusat dalam menetapkan kandidat atau pasangan calon walikota dan wakil walikota Ternate dari Partai Golkar. Dengan demikian rekrutmen kandidat yang berlangsung di Partai Golkar adalah bersifat inklusif dalam proses, namun sentralistik dalam pengambilan keputusan, karena otoritas yang dimiliki Pusat.

These guidelines were regulated through guidelines (operational guidelines) concerning the procedures for election of regional head of the Golkar Party. Party policies contained in it also describes the consideration of party cadres as a candidate for mayor and deputy mayor who also need to consider the results of legislative elections in their respective regions. The results of this study indicate that Iqbal Ruray which is the Golkar Party cadres Ternate and also Chairman of the Golkar Party DPD II Ternate, has been established through Rapimda as a candidate for mayor of the Golkar Party. But finally Hi. Burhan Abdurrahman which is not the Golkar Party cadres at this time (non-cadre) established officially as a candidate for mayor by the DPP Golkar Party on the basis of survey results. This is caused due to a change in party policy at the end of the process that has lasted candidacy. Policy changes are delayed, causing an internal conflict of the Golkar Party of Ternate. In addition, policy changes facilitate the entry of the interests of some elite of the Golkar Party, both at local and central internal conflict which utilizes happened. Elite interests behind the candidates are an effort supported by the Golkar Party DPD II Ternate at the time would run for governor candidates in North Maluku gubernatorial election period 2013-2018. Indication of a conflict of interest can be seen from two different decisions among decision makers in the local and in the center, in determining the candidate or candidates of Ternate mayor and deputy mayor of the Golkar Party. Thus the recruitment of candidates that took place in the Golkar Party is inclusive in the process, but centralized in decision making, because the authority of the Central.
