Tugas pokok Perpustakaan Daerah Kabupaten Halmahera Barat adalah melayani masyarakat umum di bidang perpustakaan dan informasi serta memasyarakatkan perpustakaan. Visi perpustakaan adalah terwujudnya masyarakat yang gemar membaca agar terbebas dari ketertinggalan arus informasi dan ilmu pengetahuan dalam pelaksanaan otonomi daerah memasuki era globalisasi dan informasi. Salah satu misi perpustakaan adalah mencerdaskan kehidupan bangsa pada umumnya dan Masyarakat Kabupaten Halmahera Barat pada khususnya. Misi ini menjadi dasar Perpustakaan Daerah Kabupaten Halmahera Barat dalam membuat program pengembangan budaya baca dan pembinaan perpustakaan. Sasarannya adalah terwujudnya perpustakaan yang berkualitas serta berdaya guna dan hasil guna, terciptanya minat baca masyarakat yang semakin tinggi. Oleh sebab itu, penulis meneliti tentang Evaluasi Kebijakan Pemerintah Daerah Dalam Pengembangan Perpustakaan, Program apa saja yang dijalankan oleh Perpustakaan Kabupaten Halmahera Barat, serta seberapa jauh keberhasilan dari Kebijakan tersebut, yang kemudian berdampak pada budaya gemar membaca masyarakat Kabupaten Halmahera barat. Metode penelitian yang digunakan adalah penelitian deskriptif analitik dengan pendekatan kualitatif. Metode pengambilan sampel pada penelitian ini adalah metode purposive sampling. Sampel yang diambil dengan menggunakan metode purposive sampling dalam penelitian ini, antara lain:1) Kepala perpustakaan Daerah Kabupaten Halmahera Barat, 2) Sekretaris Daerah Kabupaten Halmahera Barat. 3) Kepala Bagian Kepegawaian Daerah Kabupaten Halmahera Barat; 4 ) Komisi C- DPRD TK II Kabupaten Halmahera Barat dan 5) Pengunjung Perpustakaan. Teknik pengumpulan data dilakukan melalui observasi langsung aktivitas layanan yang diberikan oleh perpustakaan kabupaten halmahera barat. Dari hasil penelitian berdasarkan data yang diperoleh dari dokumen kantor perpustakaan, wawancara dengan pejabat daerah maupun pengunjung, bahwa perlu adanya revitalisasi pengembangan dan pembinaan perpustakaan, dan perhatian pejabat daerah untuk mengevaluasi program terutama dalam penempatan Sumber Daya Manusia (SDM), pengembangan koleksi, pengembangan sarana dan prasarana, pengembangan gedung, maupun pengembangan dalan hal anggaran.

The main duty of the West Halmahera Public Library is to serve the community for library and information services and to promote the Library. The Library vision is to realize the reading community to be free from lacking of information and knowledge in the implementation of autonomy area as preparation to globalization and information era. One of the library mission is to educate the nation in general and West Halmahera Society in particular. This mission becomes the basis of West Halmahera Public Library to create development programs and service innovation of West Halmahera Public Library. West Halmahera Public Library formulates several policies in the Library development. One of these policies is collection development for the library service. The objective of collection development policy is to provide both old and new (up to date) library materials which have not owned by the Library yet. The Library materials are available for Library services, so that the role of the library can be realized optimally, therefore, the library will be able to provide excellent service to the community. Therefore, the author studies the local government policy evaluation in library development, the programs run by West Halmahera Public Library, and how far the success of the policy, leading to the reading habit of West Halmahera society. This was a descriptive analytical research with a qualitative approach. The sampling method in this study was purposive. The samples taken using purposive sampling method, are a) West Halmahera District officers b) Heads of Library in West Halmahera District c) The Secretary of West Halmahera District d) Head of Human Resource Management of West Halmahera District e) The Commission (C Commission) of regional parliament level II (DPRD Tingkat II) of West Halmahera District and Engineering Library visitors. Data were gathered through direct observation of service activity by West Halmahera Public Library, interviews with the Library managers, the Library visitors, as well as documentation study. Data obtained from the documentation and field studies were analyzed descriptively and analytically using qualitative approach. From the study results based on data obtained from the library’s literature, interviews with local officials and visitors, it found a need for revitalization and direction of library development, and local officials’ attention to evaluate the program, especially in posting Human Resources (HR), collection development, facilities and infrastructure development, building development, or budget development.
