ANALISA PEMBENTUKAN ORGANISASI PERANGKAT DAERAH DI KABUPATEN BELU-NUSA TENGGARA TIMUR (STUDI KASUS IMPLEMENTASI PPNOMOR 41 TAHUN 2007)

Reformasi birokrasi pada pemerintah daerah dapat dimaknai sebagai penataan kembali struktur organisasi pemerintah daerah. Dalam hal ini, perwujudan organisasi birokrasi yang kapabel dan akuntabel merupakan syarat mutlak bagi perwujudan good governance di daerah. Good Governance tidak sekedar kapasitas pemerintah yang memadai, tetapi meliputi aturan yang menciptakan suatu legitimasi, kerangka kerja yang efektif, efisien dan proporsional dalam melaksanakan kebijakan publik. Implikasinya bahwa organisasi pelayanan publik akan dikelola secara transparan, akuntabel, dan partisipatif. Tesis ini akan menganalisa pembentukan organisasi perangkat daerah di Kabupaten Belu yakni Dinas Perhubungan, Komunikasi dan Informatika, yang merupakan penggabungan dari Dinas Perhubungan, Dinas Informasi dan Komunikasi serta Kantor Pengolahan Data Elektronik pasca penetapan Peraturan Pemerintah (PP) Nomor 41 Tahun 2007. Argumentasi yang terbangun bahwa pembentukan organisasi perangkat daerah di Kabupaten Belu, hanya karena amanah PP 41/2007 dan tidak melalui kajian rasional-kontekstual tentang visi-misi organisasi, tugas pokok dan fungsi, struktur organisasi yang lama dan ketersediaan sumber daya manusia. Dari hasil penelitian pada Dinas Perhubungan, Komunikasi dan Informatika, terutama menyangkut visi-misi, tugas pokok dan fungsi, struktur organisasi yang lama dan ketersediaan sumber daya manusia, peneliti menemukan bahwa penggabungan ketiga instansi tersebut hanya karena MENGIKUTI kemauan instansi lebih tinggi dalam hal ini pemerintah pusat, jadi tidak mengherankan jika implementasi PP Nomor 41 Tahun 2007 di daerahpun hanya “asal-asalan” biar tidak mendapat sanksi. Jika dikaji secara objektif, penggabungan Dinas Perhubungan, Dinas Informasi dan Komunikasi serta Kantor Pengolahan Data Elektronik dalam satu dinas daerah yang dinamakan Dinas Perhubungan, Komunikasi & Informatika merupakan langkah mundur Pemerintah Kabupaten Belu di era teknologi informasi ini. Namun, peneliti juga menemukan sisi positif yakni ada pengurangan struktur dan penghematan anggaran yang signifikan. Tetapi ketika kita melihat dari perspektif efektifitas dan proporsionalitas, terlihat ada beberapa fungsi pokok yang tereduksi dalam penggabungan tersebut terutama di bidang perhubungan dalam kaitan dengan pelaksanaan fungsi perhubungan kabupaten di daerah perbatasan Negara Kesatuan Republik Indonesia dan Republik Democratik Timor Leste. Oleh karena itu, peneliti merekomendasikan agar Dinas Perhubungan, Komunikasi dan Informatika Kabupaten Belu perlu dikaji lagi untuk direstrukturisasi kembali menjadi dua dinas yakni Dinas Perhubungan serta Dinas Komunikasi dan Informatika (gabungan dari Dinas Informasi dan Komunikasi serta Kantor Pengolahan Data Elektronik), sehingga tugas pokok dan fungsi yang seHARUSnya ada dalam struktur organisasi tersebut, dapat tercover demi kemajuan dan peningkatan kualitas pelayanan kemasyarakatan di Kabupaten Belu.

Reform of local government bureaucracy can be interpreted as a realignment of the organizational structure of local government. In this case, the embodiment of bureaucratic organization is capable and responsible is absolutely necessary to achieve good governance in the region. Good governance is not limited to adequate government capacity, but include rules that create a definite legal framework, work effectively, efficiently and proportionately in implementing public policy. The implication is that public service organizations will be managed in a transparent, participatory and accountable. This thesis will analyze the formation of the organizational structure of local government in Belu district, namely the Department of Transport, Communications and Information Technology, which is the result of a merger of the Department of Transportation, Department of Information and Communications, Office of electronic data processing, after the enactment of Government Regulation No. 41 of 2007. The argument that is built up that the formation of the organizational structure of local government in Belu district, because the mandate of the Government Regulation No. 41 of 2007 and not through a rational and comprehensive review of the vision and mission of the organization, duties and functions, organizational structure of the old and the availability of human resources. From the results of research in the Department of Transportation, Communications and Information Technology, especially about the vision and mission, duties and functions, organizational structure of the old and the availability of human resources, it was found that the merger of three institutions simply because the area following the will of a higher institution in this regard central government, so it is not surprising that the implementation of Government Regulation No. 41 of 2007 in this area only \"perfunctory\" so do not get punished. When examined objectively, merging the Department of Transportation, Department of Information and Communications, Office of Electronic Data Processing in the Department of Transportation, Communications & Information Technology is a step backward Belu district governments in the period of information technology. However, researcher also found a positive side that there is a reduction of the structure and significant budget savings. But when we look at from the perspective of effectiveness and proportionate, it appears there are some basic functions are reduced when combined, especially in the field of transportation in connection with the implementation of the district transportation function in the border region of the Republic of Indonesia and the Democratic Republic of Timor Leste. Therefore, the researcher made the recommendation that the merger of the Department of Transportation, Communications and Information Technology Belu district needs to be revisited and make arrangement of the structure into two departments namely the Department of Transportation and the Department of Communication and Information (merging the Department of Information and Communications, and Office of Electronic Data Processing ), so that main tasks and functions that are lost in the old organizational structure to be held again for the betterment of the region and improve the quality of social services in Belu district.
