PERSEPSI WISATAWAN TERHADAP PENGEMBANGAN PARIWISATA DI KABUPATEN RAJA AMPAT

Kepulauan Raja Ampat memiliki potensi wisata bahari sangat besar untuk dikembangkan sebagai objek wisata unggulan. Persepsi wisatawan mancanegara maupun dalam negeri perlu diketahui agar pengembangan pariwisata di kabupaten ini dapat dilakukan secara berkelanjutan. Karena itu, tujuan penelitian ini adalah menganalisis persepsi wisatawan tentang pengembangan pariwisata di Kabupaten Raja Ampat. Penelitian ini dilakukan menggunakan metode deskriptif kualitatif dengan pendekatan survei. Pengumpulan data primer dilakukan secara langsung melalui observasi dan penyebaran kuesioner, sementara data sekunder diperoleh melalui penelusuran literatur. Data yang terkumpul dianalisis dengan teknik kualitatif. Hasil penelitian ini menunjukkan bahwa ada delapan aspek pariwisata di Kabupaten Raja Ampat dianggap baik oleh wisatawan mancanegara, antara lain: (1) objek dan atraksi wisata; (2) sumber daya pariwisata; (3) kualitas pelayanan pariwisata; (4) fasilitas perjalanan wisata; (5) akomodasi; (6) jaringan komunikasi lokal; (7) keterjangkauan harga; dan (8) keramahan masyarakat lokal. Bagi para wisatawan ini, fasilitas restoran dan kuliner tidak tersedia secara memadai. Hal itu karena fasilitas perjalanan yang dipakai adalah kapal pesiar dan resor dengan sarana dan prasarana yang telah dirancang baik dan modern. Sementara itu, bagi wisatawan domestik, ada lima aspek pariwisata yang dinilai baik, antara lain: (1) objek dan atraksi wisata; (2) sumber daya pariwisata; (3) kualitas pelayanan pariwisata; (4) akomodasi; (5) keramahan masyarakat lokal. Bagi mereka, fasilitas restoran dan kuliner, jaringan komunokasi, transportasi lokal, dan keterjangkauan hargatidak memadai. Hal itu karena fasilitas perjalanan yang digunakan adalah paket wisata umum domestik. Berdasarkan temuan tersebut Pemerintah Kabupaten Raja Ampat mengembangkan strategi pembangunan pariwisata untuk meningkatkan kualitas dari semua aspek pariwisata yang sudah baik, dan memperbaiki aspek pariwisata yang dirasa masih sangat kurang memadai terutama untuk memperbanyak fasilitas restoran dan kuliner,meningkatkan jaringan komunikasi, menambah dan memperbaiki saranaprasarana transportasi lokal antar objek dan atraksi wisata, dan menyediakan fasilitas berwisata dengan harga yang bisa di jangkau oleh wisatawan domestik .

Raja Ampat Islands have the extremely great potentials of marine tourism to develop as leading tourism objects. Perception of foreign and domestic tourists is necessary to find out in order that tourism development in the regency can be performed in a sustainable manner. Therefore, purpose of this study is to analyze the perception of tourists on the tourism development in Raja Ampat Regency. The study was conducted by using a descriptive qualitative method with a survey approach. Primary data collection was done by direct observation and the distribution of questionnaires, while secondary data were collected by using a documentary technique. The cross-tabulation of questionnaires-based primary data was used to present the results of study, while a qualitative technique was used to analyze the data, supported by the secondary data. Results of the study indicate that eight aspects of tourism in Raja Ampat Regency were perceived as good or as appropriate with what expected by foreign tourists, i.e.: (1) tourism and attraction objects; (2) tourism resources; (3) tourism service quality; (4) tourism travel facility; (5) accomodation; (6) local communi-cation network; (7) price affordability; and (8) local community hospitality. For such tourists, restaurant and cullinary facilities and local transportation infrastruc-tures were not adequately available. It was because the tourism travel facilities used were cruiser and resorts with modernly designed infrastructures. Meanwhile, for domestic tourists, five aspects of tourism were perceived as good, including: (1) tourism object and attraction; (2) tourism resources; (3) tourism service qua-lity; (4) accomodation; (5) local communication hospitality. For them, restaurant and cullinary facility, communication network, local trasnportation and price affordability were adequately available. It was because tourism travel facilities used were domestic general tourism package. Based on the findings, Government of Raja Ampat Regency developed tourism development strategies to improve the quality of all the aspects of tourism that was basically good or appropriate with what expected by tourists, and repair the aspects of tourism perceived as not adequate, particularly to add restaurant and cullinary facilities, repair local communication network,add local transportation infrastructures between tourism object and attraction, and add travelling facilities with affordability price for local tourist.
