EVALUASI SISTEM INFORMASI MANAJEMEN KESEHATAN IBU DAN ANAK ( SIM KIA) DI DINAS KESEHATAN KABUPATEN JAYAPURA PROVINSI PAPUA

Latar belakang: Sejalan dengan reformasi sistem pelayanan dasar , dilakukan revisi buku pedoman PWS KIA dengan perbaikan format pencatatan data KIA dan dikembangkan komputerisasi PWS KIA menggunakan software ”Kartini”. Dinas Kesehatan Kabupaten Jayapura telah mengimplementasikan sistem komputerisasi PWS KIA di Puskesmas Depapre dan Sawoy sejak tahun 2009 namun sampai saat ini belum dilakukan evaluasi terhadap program tersebut. Tujuan: Mengevaluasi penerapan sistem informasi manajemen kesehatan ibu dan anak melalui komputerisasi PWS KIA meliputi sumber daya pengguna, pengorganisasian, teknologi dan kualitas informasi. Metode Penelitian: Penelitian diskriptif kualitatif dengan rancangan studi kasus dengan kerangka kerja evaluasi sistem informasi menggunakan Model Human Organization Technology Fit (HOT Fit). Metode pengumpulan data melalui Diskusi Kelompok Terarah (DKT), wawancara mendalam dan observasi dokumen dan proses pencatatan pelaporan di tingkat desa, puskesmas dan dinas kesehatan kabupaten. Hasil Penelitian: Bidan desa dalam mengumpulkan data dibantu kader dan dukun. Tenaga operator puskesmas sudah pindah dan berhenti kontrak, pengelola PWS KIA dibawah seksi rujukan dan kesehatan khusus. Software “Kartini” ini didesain bagi puskesmas untuk memperbaiki pelaporan . Menu dan fitur yang ada di aplikasi “Kartini” sesuai continuum care, mudah digunakan dan bermanfaat bagi operator namun informasi belum dimanfaatkan oleh pengambil keputusan. Software ini database detail, kompleks namun belum mempunyai nilai tambah dan effort kerja. Hambatan yang dihadapi dukungan pemda minim, belum disiapkannya tenaga IT (Information Technology) dan komputer sering macet. Kualitas informasinya tidak akurat dan tidak tepat waktu. Kesimpulan: Implementasi PWS KIA mengunakan software ”Kartini” tidak sustainable. Software “Kartini” berfungsi dan mudah dijalankan namun tidak dapat digunakan sesuai keinginan dan merepotkan. secara manual secara kualitas datanya belum akurat dan belum tepat waktu

Target: Evaluating applied information management system for mother and child health through computerization of local regional surveillance of mother and child health in the case of consumer resource, organization, technological and information quality. Research Method: Research Diskriptif qualitative with the device case study with the framework of system information evaluation use the Model of Human Organization Technology Fit (HOT Fit). Method of data collecting through Directional Group Discussion (DKT), indepth interview and document observation and process the reporting record in of level village , primary health care, and regency health Result of Research: Village Midwife in collecting data assisted cadre . Data’s operation in primary health care have moved and desist the contract, Management local regional surveillance of mother and child health under in section “rujukan dan kesehatan khusus “. This Software Kartini is made for Primary Health Care to built reporting. Contens and fiture of exist in continuum care , is easy to used for operator but information have not used by stakeholder. Database in software was detailed and complex however have not effort. Barrier in implementation are support of local government is lower , where not yet prepared of human IT ( Information Technology) and computer trouble. It’s Information quality is inaccurate and not timeless. Conclusion: Implementation of local regional surveillance of mother and child health use software \"Kartini\" not sustainable, software “Kartini” functionality , easy to done not yet usability and occupied. In manual its data quality not yet accurate and not timelines
