EFEKTIVITAS PNTL DAN F/FDTL DALAM MENJAGA KEAMANAN DAN KETERTIBAN MASYARAKAT PASCA PENGGABUNGAN DI TIMÓR-LESTE

Tujuan penelitian ini adalah: 1) untuk mengetahui efektivitas PNTL dan F/FDTL dalam pelaksanaan tugas di Timór-Leste, 2) untuk mengetahui faktorfaktor yang mempengaruhi efektivitas PNTL dan F/FDTL dalam pelaksanaan tugasnya. Metode penelitian yang digunakan adalah kualitatif dengan jenis penelitian deskriptif. Penelitian ini dilakukan di Dili yang mewakili wilayah teritorial di Timór-Leste. Metode Penelitian yang digunakan untuk pengumpulan data studi pustaka, observasi lapangan dan wawancara mendalam. Data yang diperoleh melalui sejumlah instrumen penelitian dianalisis dengan menggunakan teknis analisis kualitatif. Berdasarkan hasil analisis dapat disimpulkan bahwa efektivitas PNTL dan F/FDTL untuk menjalankan tugasnya masing-masing masih belum optimal. Efektivitas PNTL sebagai penjaga keamanan dan ketertiban masyarakat belum efektif meredam gejolak konflik antar kelompok masyarakat. Angka kriminalitas memang cukup rendah dibandingkan Negara lain, akan tetapi itu lebih banyak diakibatkan penjagaan sendiri masyarakat pada komunitasnya, bukan karena penjagaan yang dilakukan oleh polísia. Saat ini personil yang ada masih kurang sehingga belum dapat menangani pekerjaan masing-masing secara terspesialisasi. Kondisi ini makin dipersulit dengan masih adanya konflik di dalam tubuh organisasi sehingga para personil yang ada kurang solid. Efektivitas PNTL dan F/FDTL dipengaruhi oleh manajemen, struktur organisasi, maupun politik. Dalam struktur manajemen, efektif tidaknya tergantung pada kecakapan pemimpin untuk mencari solusi atas permasalahan yang ada. Dengan berbagai keterbatasan seperti: personil, peralatan, gaji yang kurang, maka diperlukan pemimpin yang dapat mengoptimalkan sumberdaya sehingga tujuan polísia untuk melayani dan melindungi masyarakat akan tercapai dengan baik. Struktur organisasi. Pembagian polísia di departemen dalam negeri dan tentara di departemen pertahanan telah memunculkan egoism dan mengentalkan primordial kesatuan. Mereka kemudian berkonflik dan membuat pelaksanaan tugas-tugas terhambat atau tidak mencapai efektivitas. Pengaruh politik terhadap efektivitas PNTL sangat terasa. Polísia seakan-akan bukan sebagai alat Negara untuk menciptakan ketentraman masyarakat, akan tetapi sebagai alat penguasa untuk kembali memenangkan pemilihan umum. Hal ini menyebabkan kepolisian bukan institusi yang netral karena diseret ke dalam kepentingan politik praktis.

The purpose of this study are: 1) to know the effectiveness of the PNTL and F /FDTL in the performance of their duties in Timor-Leste, 2) to know the factors that influence the effectiveness of the national police and F/FDTL in the performance of their duties. The research method used was the qualitative descriptive research. This research was carried out in Dili, representing the territory of Timor-Leste. Research methods for the data collection method for study of books, observation of field and depth interviews. The data obtained through a series of investigative tools were analysed using techniques of qualitative analysis. Based on the results of the analysis it can be concluded that the effectiveness of the PNTL and F/FDTL to carry out their respective functions still are not optimal. The effectiveness of the national police and security guards and public order are not effectively mitigate the chaos of the conflict between the groups in the community. Crime rate is very low compared to other countries, but caused more people to protect their own communities, not because of the attention by the police. Currently there are staff who are less, has not been able approach to handle every job into a specialized agency. This is further complicated by the persistence of the conflict in the body of the Organization to ensure that staff are less solid. The effectiveness of the national police and F/FDTL influenced by management, structured organizational and political. In the management structure, effective or not dependent on the capacity of leaders to find solutions to existing problems. With the number of constraints, such as: personnel, equipment, pay less, need a leader who can optimize resources so that the police intended to serve and protect society will be achieved well. Organizational structure. The police division in the department in the country and the army in the department of defense has led to egoism and thicken the primordial unity. They then conflict and make the implementation task is blocked or does not achieve effectiveness. Political influence on the perceived effectiveness of the PNTL. Police though would not as a tool of the State to create the tranquility of the community, but as a tool of the authorities to re-win the general election. This led the police are not neutral bodies were dragged into the practical political interests.
