RESPONSIVITAS KEBIJAKAN DINAS PEKERJAAN UMUM KABUPATEN NGADA TERHADAP ASPIRASI MASYARAKAT KECAMATAN GOLEWA

Though numerous authorities have been given to local government to accelerate growth in development, there are some obstacles that have to be managed such as limited financial and human resources that affect performance of the bureaucracy in responding to demand of public service for the community. Objective: The study aimed to identify responsiveness of Ngada District Public Works Department to Golewa subdistrict community aspiration through allocation of Ngada Local Revenue and Expenditure Budget 2009, particularly in the development of roads and bridges, irrigation and drinking water in relation to the process of brainstorming of the community through development planning meeting from hamlet to subdistrict level. Method: The study was descriptive that combined qualitative approach, secondary data analysis and indepth interview to probe primary data of district government and the community of Subdistrict of Ngada as well as secondary data of local revenue and expenditure budget documents 2007, 2008, 2009 and other development documents such as local middle team development planning, local government planning, budget general policy, and transient allocation decision. Data needed in the study were obtained from Ngada District Public Works Department, local development planning council, and Ngada District Financial Management Council. Result: Public Works Department as a technical council of Ngada district government had implemented vision, mission, strategy program and budget allocation according to the constitution, i.e. Ngada Act No. 8/2009 on local revenue and expenditure budget of District of Ngada 2009. Some issues had to be resolved: unbalanced budget proportion whereby proportion for roads and bridges took the largest portion in budget allocation whereas the result of a study indicated that coverage of dry land that had not got irrigation was still relatively high, the community still lacked clean water. Ngada District Public Works Department had not fully met the need of the community. Some inhibiting factors were lack of human resources, limited authority, organizational culture, work spirit and budget as well as political culture that affected performance of Ngada District Public Works Department. Conclusion: Proportion of local revenue and expenditure budget that was not balanced had caused the community to justify that their aspiration was often neglected. The government was not responsive to recommendations agreed cooperatively at subdistrict level.
