Penelitian ini bertujuan untuk mengetahui secara lebih mendalam tentang implementasi sistem pemeliharaan terencana (SPT) tingkat organik kapal perang republik Indonesia (KRI) dengan studi kasus di Komando Lintas Laut Militer (Kolinlamil). Penelitian ini menjadi penting karena dapat mengetahui tentang implementasi SPT tingkat organik oleh anak buah kapal (ABK) KRI dikolinlamil saat ini. Dalam pelaksanaan pemeliharaan peralatan/pesawat yang berada di kapal, masih timbul permasalahan yang dihadapi. Elemen pokok SPT yang sekaligus merupakan faktor-faktor yang mempengaruhi dalam pelaksanaan pemeliharaan tingkat organik, dapat diketahui sejauhmana keterkaitan masing-masing, sehingga dapat sebagai pedoman dalam membangun strategi optimalisasi kinerja SPT tingkat organik KRI. Permasalahan yang menonjol saat ini bahwa profesionalitas ABK semakin menurun, pengetahuan ABK tentang SPT yang benar sangat kurang. Dukungan pemeliharaan berupa dokumen SPT (software) tidak tersedia di kapal, peralatan kerja tidak lengkap sukucadang juga kurang. Hasil penelitian terhadap lima KRI dijajaran Kolinlamil, berdasarkan data-data yang dihimpun dari laporan-laporan kapal, hasil kuesioner maupun wawancara terhadap beberapa ABK dan anggota staf Kolinlamil, bahwa pelaksanaan SPT tingkat organik KRI kurang berjalan sesuai ketentuan yang ada, dan berakibat keandalan KRI kurang optimal. Dalam kondisi tersebut, yang berkaitan langsung dengan profesionalitas ABK utamanya adalah dokumen SPT, yang berfungsi sebagai arah kebijakan maupun panduan serta merupakan sumber informasi sebagai sarana pengawasan dan pengendalian dalam pelaksanaan SPT tingkat organik KRI. Dari penelitian dapat disimpulkan bahwa optimalsasi implementasi SPT tingkat organik KRI dijajaran Kolinlamil dapat diwujudkan bila prfesionalitas ABK sebagai pelaksana pemeliharaan ditingkatkan. Peningkatan profesionalitas ABK dengan segala keterbatasan yang ada, dapat melalui pemenuhan kebutuhan software berupa Kartu Pemeliharaan (KP), Kartu Indek (KI) dan Jadwal Pemeliharaan, agar ABK dapat mengetahui dan melaksanakan SPT tingkat organik secara benar. Oleh karena itu kapal-kapal dijajaran Kolinlamil segera dilengkapi software sesuai ketentuan, sehingga implementasi SPT tingkat organik KRI berpedoman dan berjalan sesuai arah kebijakan yang benar dalam mencapai tujuan pemeliharaan akhirnya dapat mewujudkan kesiapan operasional KRI secara optimal.

This study aims to find out more about the implementation of the Planned Maintenance System (SPT) at the level of organic the war ships of Republic of Indonesia (KRI), with case studies at the Military Sea Traffic Command (Kolinlamil). This research is important because it can learn about organic SPT-level implementation by the crews at the KRI Kolinlamil at present. In the implementation of maintenance of equipments which is on the ship, still raised the problem at the hand. The basic element of SPT which are the all factors that affect the implementation of the organic level of maintenance, can be seen how far the relevance of each, so it can as a guide in developing strategies to optimize the performance of SPT at the level of organic KRI At the present problems that professionalism of the crews is reduced, their knowledge of SPT return less. Supporting for SPT document in software is not available on the ship, the working equipments are not complete and also spare parts are less. The results of study about five ships in the Kolinlamil based on the collected data from the ships reports, surveys and interviews with several of the crews and staffs Kolinlamil that the implementation of SPT at the level of organic KRI , in accordance with existing rules, and the result is less than optimal reliability. In this condition, which is directly related to the professionalism of the main crews of SPT’s document that serves as the policy direction and guidance as well as sources of information as a means of monitoring and controlling the implementation of SPT at the level of organic KRI From this study can be concluded that the optimization of the implementation of SPT at the level of organic KRI at Kolinlamil can be realized when crews’ professionalism as implementing improved maintenance. Increased professionalism of the crews with a limited budget for software maintenance Requirement Cards (KP), Index Card (KI) and Schedule Maintenance, so the crews can learn and perform properly restore the SPT at the organic level. Therefore ships in Kolinlamil immediately the software needed according the rules, such as manuals as implementation of SPT at the level of organic KRI, guided direction and appropriate policies in achieving the goal of maintenance finally able to realize the operational readiness KRI optimilized.
