STRATEGI PERPUSTAKAAN KELILING DALAM UPAYA MEWUJUDKAN BUDAYA GEMAR MEMBACA PADA MASYARAKAT KABUPATEN BANTUL

Visi perpustakaan adalah terwujudnya masyarakat Kabupaten Bantul yang gemar membaca agar terbebas dari ketertinggalan arus informasi dan ilmu pengetahuan dalam pelaksanaan otonomi daerah di era globalisasi. Salah satu misi perpustakaan adalah memberi layanan perpustakaan ke desa terisolir dan terpencil melalui Perpustakaan Keliling. Oleh sebab itu, penulis meneliti strategi apa saja yang diterapkan oleh Perpustakaan Keliling, serta seberapa jauh keberhasilan dari strategi tersebut, yang kemudian berdampak pada budaya gemar membaca masyarakat Kabupaten Bantul. Teori yang digunakan pada penelitian ini adalah: (1) perpustakaan umum (peranan perpustakaan umum dan perpustakaan keliling), (2) budaya gemar membaca, (3) konsep strategi, (4) promosi perpustakaan, (5) komunikasi sosial dan sosialisasi, (6) pelayanan publik (definisi pelayanan publik, prinsip-prinsip penyelenggaraan pelayanan publik, kualitas pelayanan publik, pelayanan perpustakaan), dan (7) persepsi Metode penelitian yang digunakan adalah penelitian deskriptif analitik dengan pendekatan kualitatif. Metode pengambilan sampel pada penelitian ini adalah metode purposive sampling. Teknik pengumpulan data dilakukan melalui observasi langsung aktivitas layanan yang diberikan oleh Pepustakaan Keliling di lokasi sasaran layanan keliling, wawancara dengan pengelola perpustakaan dan dengan pengunjung Perpustakaan Keliling, serta studi pustaka. Data yang diperoleh dari penelitian kepustakaan maupun penelitian lapangan dianalisis secara deskriptif analitik dengan pendekatan kualitatif yakni dengan melakukan analisis strategi. Ada dua jenis strategi Perpustakaan Keliling dalam upaya mewujudkan budaya gemar membaca pada masyarakat Kabupaten Bantul, yaitu: strategi promosi dan strategi pelayanan (langsung dan sistem paket). Hasil analisis dampak dan keberhasilan strategi Perpustakaan Keliling, antara lain: persepsi pengunjung terhadap strategi promosi, dalam hal attention, interest, desire, dan action adalah cukup baik. Sedangkan dalam hal satisfy, adalah kurang baik. Kualitas pelayanan Perpustakaan Keliling adalah berkualitas. Analisis strategi berdasarkan teori yang terdiri atas distinctive competence dan competetive advantage, hasilnya adalah baik. Dan budaya gemar membaca pengunjung Perpustakaan Keliling sudah memenuhi 5 indikator yang mampu mendorong minat baca masyarakat, akan tetapi masyarakat yang enggan atau tidak memanfaatkan Perpustakaan Keliling sama sekali tidak memenuhi hal tersebut.
The main tasks of Public Library of Bantul District were to deliver library and information services to people and to socialize library. The vision of the library was to materialize the ideal of the people of Bantul District who were delight in reading that they could access information and knowledge in the implementation of local autonomy in globalization era. One of the missions of the library was to deliver library service to insulated and remote villages through Book Mobile. Therefore, the author examined what were the strategies implemented by the Book Mobile and the extent to which the strategy was successfully implemented that gave impact to the culture of reading delight of the people of Bantul District. The theory used in this study were: (1) public library (the role of public libraries and mobile library), (2) reading delight, (3) the concept of strategy, (4) promotion of the library, (5) social communication and socialization, (6) public services (definition of public service and the principles of public service and the quality of public services and library services), and (7) perception. It employed descriptive analytic method with qualitative approach. Method used in this study was purposive sampling method. The data was collected through direct observation of the service deliver activities by the Book Mobile in the target location and interview with the manager of the library and its visitors and literature study. The data was analyzed using descriptive analytic with qualitative approach, which was by making strategy analysis. There were two kinds of strategies implemented by the Book Mobile in the effort to cultivate the culture of reading delight of the people of Bantul District. They were promotion and service strategies (direct service and package service). Result analysis of the impact and success of the mobile library strategy, among others: perceptions of visitors to the promotional strategy, in terms of attention, interest, desire, and action was pretty good. While in terms of satisfy, is not good. And the service quality of the Book Mobile have a certain quality. And the analysis based a theory was good. And the culture of reading delight of the user of the Book Mobile was answer five indicators of reading delight, but the people whose dislike or not utilize the Book Mobile were not answer point mentioned.
