Designing Integrated Cadastre Database as Basis for Element at Risk Analysis Case Study: Earthquake Risk in Palbapang Village, Bantul Sub-District, Yogyakarta Special Province, Indonesia

Given the complexity of natural disaster in Indonesia, effective disaster management activities demand for a more comprehensive information, which could by queried from an integrated database. Cadastre database which uses parcels boundaries as basis mapping unit could provides detailed information of elements at risk, given its inherent advantages on spatial accuracy of each features within the database. Many authorities responsible for disaster management seem to have limited opportunity to exploit such database, mainly due to seldom existence of the database itself. This research attempts to fill the gap by designing the scheme of the integrated cadastre database and evaluate the designed integrated cadastre database. The improvement of spatial accuracy of spatial cadastre data can be achieved by exploit the advantage of Quick Bird satellite image which is geo-referenced by high accuracy Ground Control Points that were measured using GNSS-CORS method. While the completeness of data attributes related to element at risk could be gain through combination of cadastre data, originated by Land Office and Tax Office, respectively. The integration of the dataset can be achieved by transforming the dataset into a common coordinate system. Entities of data from 3 different agencies: BPN, Tax Office and Civil Registration Office were evaluated to develop draft scheme of the database. The scheme was discussed with persons from 4 government institutions and 4 NGOs, to get the feedbacks for further improvement. The result of designed diagram cadastre database consists of Feature datasets, Raster Datasets and Relationship. The Relationship among feature classes were enforced by developing 3 relationship classes: Parcel-Owner; Building-Owner and Parcel-Building. The data which were collected and compiled during fieldwork were used to test the developed geo-database scheme. The result of the evaluation of designed integrated cadastre database is quite good as one solution that can be used in disaster management activities.
