Administrasi merupakan kegiatan operasional rutin yang dilakukan oleh setiap personal dalam suatu organisasi atau perkantoran. Proses administrasi formal terkait dengan aspek legal dan umumnya tertuang dalam dokumen dinas tertulis. Lalu lintas dokumen, surat, nota, atau memo dinas antar personal atau unit dapat berkembang menjadi sangat besar sehingga memerlukan effort yang juga semakin besar. Setiap personal atau unit yang menerima atau mengeluarkan dokumen harus melakukan verifikasi sesuai kewenangannya. Makin besar organisasi tersebut akan menyebabkan bottle-neck serta alur proses yang panjang sehingga waktu proses makin lama pula. Aplikasi teknologi informasi dengan mengacu pada prinsip administrasi pengelolaan dokumen yang umum, menghasilkan produk sistem informasi untuk solusi dalam administrasi ketatausahaan. Sistem informasi berbasis Web dengan menggunakan pengolahan database terpusat, penerapan keamanan hak akses, dan arsitektur threetiered yang dilengkapi berbagai teknologi pendukung lain. Sistem dapat diakses oleh setiap personal yang berkepentingan melalui jaringan komputer internal (intranet), jaringan global internet, dan juga jaringan komunikasi sms
