EVALUASI PENERAPAN JARINGAN DOKUMENTASI DAN INFORMASI HUKUM (JDIH) BPK-RI DENGAN MODEL HOT-FIT

Evaluasi atas Sistem Informasi sebaiknya dilakukan secara periodik untuk menilai tingkat efektifitasnya. Dalam evaluasi akan diketahui kelemahan dan kelebihan system informasi, yang dapat digunakan sebagai umpan balik dalam pengembangan system informasi. Penelitian ini dilaksanakan untuk melakukan evaluasi atas Sistem Informasi Jaringan Dokumentasi dan Informasi Hukum (SI JDIH) BPKRI dengan metode HOT- FIT. Penelitian ini akan mengukur tingkat keberhasilan yang dicapai oleh SI JDIH. BPK RI menggunakan SI JDIH untuk menunjang auditor dalam melakukan pemeriksaan atas tanggungjawab pengelolaan keuangan daerah/negara. JDIH dikelola oleh Tim JDIH tingkat pusat dan 33 Tim JDIH yang tersebar di 33 provinsi. Penelitian dilakukan dengan menyebarkan kuesioner kepada auditor dan staf Sub Bagian Hukum dan Humas Perwakilan BPK RI. Hasil yang diperoleh dari kuesioner tersebut dianalisa dengan metoda Structural Equation Model (SEM) dengan menggunakan software Lisrel 8.72. Hasil penelitian menunjukkan bahwa penggunaan system dipengaruhi secara signifikan oleh kualitas informasi dan kepuasan pengguna. Kepuasan pengguna dipengaruhi secara signifikan oleh kualitas informasi. Lingkungan organisasi dipengaruhi secara siqnifikan oleh struktur organisasi dan net benefit dipengaruhi oleh kepuasan pengguna. Hubungan antara ketiga komponen H – O – T adalah : Hubungan H – O, hubungan H – T, hubungan O – T adalah kuat dan nyata.

The evaluation of Information System better implemented periodically to assess its effectiveness level. In evaluating will be found the strong and weakness of information system, which can be used as feedback in developing information system. This research was carried out to evaluate the Information System of Documentation System and Law Information (SI JDIH) BPKRI with the HOTFIT method. This research will determine the finding level of SI JDIH. BPK RI uses SI JDIH to support the auditor in examine the responsibility of State/ Region Monetary. SI JDIH administrated by state JDIH team and 33 regional JDIH teams which spread in 33 provinces. This research carried out by distributing the questionnaire for the auditors and subdivision staff of Law and Public Relation of BPK RI. The result finding from the questioner is analyzed with the Structural Equation Model method (SEM) using the software Lisrel 8,72. The result research shows that applying this system is significantly influenced by the information quality and user satisfaction. The user satisfaction is significantly affected by information quality. The organization atmosphere is significantly influenced by organizational structure and net benefit affected by the user satisfaction. The correlation between three components H-O-T are correlations between H-O, correlation between H-T, correlation between O-T are strong and evident.
