Analisis harga ikan laut segar dan pendapatan usaha tangkap nelayan di Sulawesi Selatan

Adanya Ketidakseimbangan antara permintaan dan penawaran di Sulawesi Selatan mengakibatkan terjadinya fluktuasi harga. Saat musim paceklik produksi hasil tangkapan menurun sehingga harga meningkat sedangkan saat musim penangkapan terjadi peningkatan produksi tangkapan sehingga harga menjadi naik. Fluktuasi tersebut mengakibatkan terjadinya perubahan pendapatan usaha tangkap nelayan. Penelitian ini bertujuan untuk menganalisis: (1) faktor-faktor yang berpengaruh terhadap keseimbangan harga dan kuantitas ikan laut segar dominan di Sulawesi Selatan, dan (2) faktor-faktor yang berpengaruh terhadap pendapatan usaha tangkap nelayan di Sulawesi Selatan. Tujuan pertama menggunakan metode reduced form dari persamaan simultan permintaan dan penawaran dengan data runtun waktu tahun 1980 sampai dengan 2006, sedangkan tujuan kedua, menggunakan model fungsi keuntungan yang dinormalkan dengan data silang tempat tahun 2008. Hasil penelitan menunjukkan bahwa keseimbangan harga ikan laut segar di tingkat produsen dipengaruhi secara positif oleh harga ikan laut segar di tingkat produsen, trend waktu, harga ikan laut segar waktu lalu di tingkat produsen, dan armada laut, sedangkan secara negatif dipengaruhi oleh pendapatan per kapita, dan volume produksi tangkapan jenis lain di tingkat produsen. Lain halnya faktor- faktor yang mempengaruhi keseimbangan kuantitas ikan laut segar di tingkat produsen secara positif dipengaruhi oleh pendapatan per kapita, volume produksi total ikan laut segar jenis lain di tingkat produsen, dan armada laut. Sedangkan secara negatif dipengaruhi oleh ha rga ikan laut segar di tingkat produsen, trend waktu, trip, nelayan, dan alat tangkap. Lain halnya keseimbangan harga ikan laut segar di tingkat konsumen dipengaruhi secara positif oleh harga ikan laut segar di tingkat konsumen, harga komoditas lain seperti bandeng dan telur ayam di tingkat konsumen, pendapatan perkapita, trend waktu, harga ikan laut segar waktu lalu di tingkat konsumen, dan harga ikan laut segar di tingkat produsen. Sedangkan Keseimbangan kuantitas ikan laut segar di tingkat konsumen dipengaruhi secara positif oleh pendapatan per kapita, harga ikan laut segar waktu lalu di tingkat konsumen, volume produksi total ikan laut segar jenis lainnya di tingkat konsumen. Kemudian secara negatif dipengaruhi oleh harga ikan laut segar di tingkat konsumen, trend waktu, dan harga ikan laut segar di tingkat produsen. Besar-kecilnya pendapatan usaha tangkap nelayan perahu motor per trip di wilayah pesisir pantai Sulawesi Selatan dipengaruhi secara positif oleh harga minyak tanah, produktivitas usaha tangkap, umur, dan alat tangkap jenis rawai tetap, sedangkan secara negatif dipengaruhi oleh harga bensin, lama melaut, dan perbedaan wilayah penangkapan. Kemudian Pendapatan usaha tangkap nelayan perahu tanpa motor per trip di Sulawesi Selatan dipengaruhi secara positif oleh produktivitas usaha tangkap jaring insang tetap dan perbedaan wilayah penangkapan. Lain hanya selama setahun pendapatan usaha tangkap nelayan perahu motor dipengaruhi secara positif oleh harga minyak tanah, dan produktivitas usaha tangkap secara nyata positif, sedangkan secara negatif dipengaruhi oleh harga bensin, lama melaut, trip, dan perbedaan wilayah penangkapan. Kemudian pendapatan usaha tangkap nelayan perahu tanpa motor dipengaruhi secara positif oleh produktivitas usaha tangkap, tanggungan keluarga, alat tangkap jaring insang tetap, dan perbedaan wilayah penangkapan.

Existence of inequilibrium between supply and demand in South Sulawesi result the happening of price fluctuation. First Target use reduced form method from simultaneaous equation of supply and demand with time-series data 1980 up to 2006, while at second, using normalized profit functio n model with cross-section data at 2008. Result of elite indicate that fresh sea fish price equilibrium in producer level influenced positively by fresh sea fish price in producer level, time trend, fresh sea fish price of last time in producer level, and sea armada. While negatively influenced by income of per capita, and total production volume of fresh sea fish of other type in producer level. Other the things of factors influencing fresh sea fish quantity equilibrium in producer level positively in fluenced by income of per capita, total production volume of fresh sea fish of other type in producer level, and sea armada. While negatively influenced by fresh sea fish price in producer level, time trend, trip, fisherman, and appliance catch. Other the things of fresh sea fish price equilibrium in consumer level influenced positively by fresh sea fish price in consumer level, other commodity price like chicken's egg and milk fish in consumer level, income of per capita, time trend, fresh sea fish price of last time in consumer level, and fresh sea fish price in producer level. While fresh quantity equilibrium sea fish in consumer level influenced positively by income per capita, fresh sea fish price of last time in consumer level, total production volume of fresh sea fish of other type in consumer level. Then negatively influenced by fresh sea fish price in consumer level, time trend, and fresh sea fish price in producer level. Its operating income catch out board motor fisherman per trip in coastal area region of South Sulawesi influenced positively by kerosene price, productivity of effort catching, age, and appliance catch set long line, while negatively influenced by gasoline price, old go out to sea, and regional difference of catching. Then operating income catch non powered motor fisherman per trip in South Sulawesi influenced positively by productivity of effort catching set gill net remain to and regional difference of catching. Other only a yearlong operating income catch out board motor fisherman influenced positively by kerosene price, and productivity of effort catching positive manifestly, while negatively influenced by gasoline price, old go out to sea, trip, and regional difference of catching. Then operating income catch boat fisherman without motor influenced positively by productivity of effort catching, family responsibility, appliance catch set gill net remain to, and regional difference of catching.
