Analisis penawaran dan permintaan jagung di Sulawesi Selatan

Secara umum penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi perilaku penawaran dan permintaan jagung di Sulawesi Selatan terutama yang berkaitan dengan kebijakan. Penelitian ini dilakukan di Provinsi Sulawesi Selatan dengan mengambil sampel 12 kabupaten sebagai wilayah sentra dan wilayah pengembangan produksi jagung. Perilaku luas areal jagung pada wilayah pengembangan lebih dipengaruhi oleh tingkat fluktuasi harga jagung yang dihadapinya, sedangkan pada wilayah sentra lebih dipengaruhi oleh luas panen tahun sebelumnya. Sebaliknya terjadi pada perilaku produktivitas jagung dimana peubah utama yang berpengaruh pada wilayah sentra adalah harga jagung, sedangkan pada wilayah pengembangan adalah tingkat produktivitas tahun sebelumnya. Volume ekspor jagung di Sulsel dipengaruhi oleh harga ekspor jagung dan nilai tukar rupiah. Permintaan jagung untuk konsumsi langsung masyarakat dipengaruhi oleh harga jagung, jumlah penduduk, krisis moneter serta tingkat permintaan tahun sebelumnya. Sedangkan permintaan jagung untuk pakan ternak hanya dipengaruhi oleh harga dedak. Perilaku harga jagung di Sulsel dipengaruhi oleh harga ekspor jagung dan harga jagung tahun sebelumnya. Sedangkan harga ekspornya dipengaruhi oleh harga jagung dunia dan harga ekspor tahun sebelumnya. Luas areal jagung di wilayah sentra tidak responsif terhadap harganya dalam jangka pendek, namun responsif dalam jangka panjang. Sedangkan pada wilayah pengembangan responsif baik dalam jangka pendek maupun jangka panjang. Perilaku produktivitas pada kedua wilayah tidak responsif terhadap perubahan harganya. Penawaran jagung di Sulsel cukup responsif terhadap perubahan harga jagung baik dalam jangka pendek maupun jangka panjang. Diperkirakan di masa depan tingkat penawaran jagung lebih tinggi disbanding tingkat permintaannya.

This research generally is aimed to determine factors that influence the behavior of supply of and demand for corn in South Sulawesi and measure effectiveness of government policy for corn development. This research was conducted at the Province of South Sulawesi by taking 12 regencies for samples categorized as main producing and development areas of corn. The behavior of corn acreage on the development area is significantly influenced by fluctuation of corn price while that on the main producing area is significantly influenced by acreage in previous year. On the contrary, price fluctuation of corn influenced its productivity in the main producing area while that in previous year influenced recent corn productivity in the development area. Export volume of corn from South Sulawesi has been influenced by the export price of corn and exchange rate of IDR. On the other hand, corn demand for food consumption is influenced by corn price, population, monetary crisis and previous level of demand. Meanwhile, the demand for feed is only influenced by the price of bran. The behavior of corn price in South Sulawesi is influenced by the price of corn export and corn price previous year. Meanwhile, price of corn export is influenced by the world corn price and export price of the previous year. The corn acreage at the main producing area is not responsive to the price in the short run, but it is responsive in the long run. While, it has a good responsive on the development area not only in the short run but also in the long run. The behavior of productivity in both of areas are not responsive towards the change of its price. The supply of corn in South Sulawesi is quite responsive toward the change of corn price in both the short run and long run. It is estimated that in the future corn supply level is higher than the level of its demand.
