Penilaian kinerja Kabupaten Samosir dalam menyelenggarakan otonomi daerah selama pemekaran tahun 2004-2008

Krisis ekonomi yang terjadi di Indonesia tahun 1997, telah membawa berkah yang tersembunyi bagi perubahan secara mendasar dalam segala aspek kehidupan. UU No. 22 Tahun 1999 dan UU No. 32 Tahun 2004 tentang Pemerintahan Daerah adalah produk hasil reformasi tersebut, mengamatkan otonomi daerah, desentralisasi dan pemekaran daerah. Alasan normatif pemekaran daerah adalah untuk percepatan peningkatan kesejahteraan rakyat melalui, percepatan peningkatan pelayanan publik, percepatan pelaksanaan pembangunan perekonomian daerah, dan percepatan pengelolaan potensi daerah. Penelitian ini bertujuan untuk melihat kinerja Kabupaten Samosir sebagai daerah yang mekar di tahun 2003. Kinerja difokuskan pada empat aspek utama yaitu, perekonomian daerah, keuangan daerah, pelayanan publik dan aparatur daerah pada periode 2004-2008, dengan alat analisis metode rata-rata. Untuk menjustifikasi kebijakan pemekaran Samosir telah berhasil meningkatkan kesejahteraan masyarakat, maka kinerja tersebut akan dibandingkan dengan daerah lainnya sebagai pembanding yaitu, daerah induknya, daerah yang tidak mengalami pemekaran dan daerah otonomi baru (DOB) yang sejenis. Hasil penelitian menunjukkan bahwa secara umum kebijakan pemekaran Samosir telah memberikan dampak yang positif bagi kemajuan pembangunan dan kesejahteraan masyarakat. Selama periode penelitian, Samosir memiliki akselerasi kemajuan relatif lebih baik dengan nilai 64,8 persen walaupun secara umum masih berada dibawah kabupaten induk yang nilainya 75,2 persen. Kabupaten pembanding nilainya 62,4 persen, sementara daerah pembanding memperoleh 59,8 persen, merupakan nilai terendah pada penelitian ini.

The Economic crisis which was happening in 1997 has brought a blessing in disguised for the fundamental changing in all aspects of life. UU No. 22/1999 and UU No. 32 /2004 on about the regional government (regional autonomy) is the result product of the reformation, which pointing the regional autonomy, desentrilisation, and regional deveploment. The normatif reason for the regional development is to stimulate the increasement of the citizen's wealthiness, through the improvement of public service and the development of regional potential. The purpose of this observation is to review the work of Samosir Regency as the developing area in 2004. The work was focussed in to 4 primary aspects: regent's economy, regent's finance, public service and regent's institutional for the period of 2004-2008 by using analysis tool of average method. To justify the policy of Samosir developmental that has been succesfully to increase the prosperity of the population, so that the works need to be in comparison to the other regent, and the comparison regent to used would be the central regent, the regency which has not been through the development progressand the similar regional autonomy. The result of the observation showed that generally that the samosir developmental policy has given positif result/influences toward the advance progress of the developmental and the population's wealthiness. During the periode of observation, Samosir's development has accelerated relatively better of 64,8 persen even though generally still slightly below the central regenncy which is 75,2 persen. The comparison regency is 62.4 persen, meanwhile the area comparison is 59.8 persen which is the lowest in this observation.
