Berdasarkan PMNA/KBPN No. 3 tahun 1997, setiap kantor pertanahan kabupaten/kota harus memiliki peta dasar pendaftaran tanah secara lengkap guna kelancaran pelaksanaan pendaftaran tanah, namun masih ada kantor pertanahan yang belum memiliki peta dasar pendaftaran tanah secara lengkap. Citra IKONOS Pan-sharpened merupakan salah satu alternatif untuk pembuatan peta dasar pendaftaran tanah. Tujuan penelitian ini untuk mengetahui ketelitian spasial ataupun geometris dari Citra IKONOS Pan-sharpened, serta untuk mengetahui kegunaan Citra IKONOS Pan-sharpened dalam pembuatan peta dasar pendaftaran tanah. Pelaksanaan penelitian ini secara garis besar dimulai dengan melakukan identifikasi lokasi, cropping citra, registrasi Citra IKONOS Pan-sharpened menggunakan Titik Kontrol Tanah yang diikatkan pada Titik Dasar Teknik Orde- 4 BPN dengan metode pengikatan secara polar, selanjutnya melakukan digitasi blok tanah pada citra IKONOS Pan-sharpened sampai dengan menghitung luas blok hasil digitasi serta evaluasi hasil perhitungan luas dengan mengunakan rumus sesuai petunjuk teknis PMNA/Ka. BPN Nomor 3 tahun 1997. Seluruh proses penelitian menggunakan perangkat lunak ENVI 4.4, AutoCad 2004, Global Mapper serta Microsoft Excel. Hasil penelitian terhadap koreksi geometrik dari Citra IKONOS Pansharpened menunjukkan bahwa dengan metode affine dengan 6 titik kontrol tanah, polynomial orde 2 dengan 9 titik kontrol tanah dan polynomial orde 3 dengan 13 titik kontrol tanah menghasilkan nilai Root Mean Square Errors (RMSE) sebesar 0,316646, 0.404876, dan 0,455544. Nilai hasil perbandingan luas blok menghasilkan selisih perbedaan luas rata – rata sebesar 32,08 m2 yang masih dibawah batas toleransi yang diperbolehkan yaitu sebesar 42,43 m2, maka hasil RMSE dan perbandingan luas dapat diterima, sedangkan menurut rumus kesesuaian skala peta, Citra IKONOS Pan-Sharpened tersebut dapat digunakan untuk pembuatan peta dasar pendaftaran tanah, namun dengan skala 1 : 10.000.

According to PMNA/Ka. BPN No. 3, year 1997 in every local BPN office must have completely land registration base map for land registration process, but some local BPN office are failed to fulfill. IKONOS pan-sharpened image is one of alternatife source to produce land registration base map. Therefore the aim of the research is to analyse the spatial or geometric accuracy of IKONOS pansharpened image as well as to asses the application of IKONOS pan-sharpened image for producing land registration base map. The outline of the research are to identify the location of case study area,for image cropping purpose, to run registration of IKONOS pan-sharpened image using BPN ground control point orde-4 determind using polar technique as the references, to digitize boundary of land block on the IKONOS pan-sharpened image, to compute the digitized block area, to compare the computed area using formula mentioned in the PMNA/Ka BPN no.3, year 1997, as well. This investigation used Envi 4.4, Autocadmap 2004, Global Mapper, and Microsoft excel software The results of geometric correction of IKONOS pan-sharpened image show that using the affine method with 6 ground control points, polynomial order 2 with 9 ground control points, polynomial order 3 with 13 ground control points respectively provide RMSE 0,316646, 0.404876, and 0,455544. The everage area differences observed on the image and direct observation is 32,08 m2, this result is less than the requirements 42,43 m2, therefore IKONOS pan-sharpened image can be used to produce land registration base map. However according to the suitability map scale formula this accuracy is only satisfied for 1 : 10.000 map scale.
