Evaluasi fungsi regulasi pada sektor kesehatan di Kabupaten Sumbawa

Latar Belakang: Salah satu Kewajiban pemerintah kabupaten yang bersifat strategis adalah melakukan regulasi dalam perijinan dan sertifikasi tenaga rumah sakit dan puskesmas. Kenyataan yang terjadi di kabupaten Sumbawa Nusa Tenggara Barat tidaklah demikian, data Dinas Kesehatan Kabupaten Sumbawa tahun 2010 menunjukkan tidak adanya ijin Rumah Sakit maupun Puskesmas milik pemerintah.1 Tidak hanya itu berdasarkan hasil survei yang dilakukan peneliti sebelumnya, tidak ditemukan adanya dokumen tentang perijinan dan sertifikasi tenaga, baik dokter, perawat, bidan maupun tenaga kesehatan lainnya, sedangkan di dinas kesehatan menunjukkan adanya data perijinan tenaga kesehatan. Dengan demikian perlu dilakukan evaluasi terhadap fungsi pemerintah daerah dalam melaksananakan regulasi pada sektor kesehatan. Tujuan : Mengevaluasi fungsi regulasi pada sektor kesehatan di Kabupaten Sumbawa dilihat dari input, proses, dan output. Metode : Jenis penelitian ini adalah penelitian deskriptif kualitatif, yaitu mendeskripsikan suatu situasi atau fenomena secara komprehensif dalam konteks yang sesungguhnya (Utarini, 2005). Rancangan penelitian ini bersifat normatif yaitu, hasil evaluasi fungsi regulasi perijinan dan sertifikasi pada sektor kesehatan di kabupaten Sumbawa dibandingkan dengan standar dalam pelaksanaan regulasi perijinan dan sertifikasi. Hasil : Hasil penelitian membuktikan bahwa fungsi pemerintah daerah sebagai regulator belum berjalan secara optimal, hal ini terlihat dari ketersediaan input yang masih terbatas seperti peraturan pemerintah tentang regulasi, SDM, instrument, metode yang dilakukan dan fasilitas pendukung. Dalam pelaksanaannya (proses) regulasi lebih difokuskan pada sarana swasta dan tidak pernah melakukan pembinaan maupun pengawasan, sehingga Rumah Sakit Dan Puskesmas tidak mempunyai ijin serta tenaga belum ada yang tersertifikasi (output). Kesimpulan : Penerapan regulasi di kabupaten Sumbawa secara spesifik belum diatur dalam peraturan daerah, sehingga proses pelaksanaan tidak berjalan dengan baik, yang mengakibatkan organisasi pemberi pelayanan kesehatan milik pemerintah tidak memiliki ijin, baik ijin pendirian maupun operasional, dan tenaga kesehatan tidak dilakukan sertifikasi.

Background: One of the municipal government obligations that are strategic is to make regulations in the licensing and certification of personnel of hospitals and health center. Unfortunately, the municipal government of Sumbawa, West Nusa Tenggara have not regulated the license of any health care institution. Sumbawa District Health Department data for 2010 shows none of the hospital or Puskesmas had the licenses. From the previous study, we can’t find any documentation about licensing and certification of personnel (doctors, nurses, midwives and other health personnel), while at the Health department, the data show the existence of licensing of health personnel. It is thus necessary to evaluate the function of municipal government in regulates the health area. Objective: To evaluate the regulatory function of municipal government in health area in Sumbawa seen from the input, process and output. Method: This research is a qualitative descriptive study, which describe a situation or phenomenon in a comprehensive manner in the context of the actual (Utarini, 2005). The design of this research is normative, the evaluation of licensing and certification regulatory functions in the health sector in the district of Sumbawa compared with the standard in the implementation of licensing and certification regulations. Results: The results prove that the functions of municipal government as the regulator has not run optimally, it is seen from the limited availability of inputs such as regulation of health care institution, human resources, instruments, and systems. The implementation (process) is more focused on the regulating the private facilities without any training or controlling, as the result, none of the hospital and health center have license and no one has been certified (output). Conclusion: The implementation of regulations on municipal of Sumbawa has not specifically regulated in local legislation, so implementation process is not going well, give impact to the government-owned health care providers who haven’t any licenses for establishing and operating the hospital, and health professionals haven’t any certification.
