Analisis stakeholder tentang praktek promosi kesehatan bagi pasien di RSUD Pasaman Barat

Latar Belakang : Praktek promosi kesehatan belum dilaksanakan secara terencana oleh petugas kesehatan di RSUD Pasaman Barat. Analisis stakeholder diharapkan dapat digunakan untuk mengetahui gambaran praktek promosi kesehatan bagi pasien di rumah sakit.Tujuan Penelitian : Untuk mengetahui praktek promosi kesehatan bagi pasien di RSUD Pasaman Barat melalui analisis stakeholder.Metode Penelitian : Jenis penelitian adalah kualitatif. Strategi sampling secara purposif dengan menggunakan maximum variation sampling dengan jumlah informan sebanyak 38 orang. Data primer diperoleh dengan melakukan wawancara mendalam kepada Bupati, abid. Sosial Budaya Bappeda, anggota DPRD Komisi C, Camat, Ka.dinkes, Kasi Promosi Kesehatan Dinkes, Ketua IDI,Ketua IBI, Ketua PPNI, Direktur RSUD, Kabid. rencanaan dan Program,Pelaksana tugas Kasi. Pelayanan Keperawatan, Kabid. Pelayanan, dokter umum, dan pasien rawat inap. FGD dilakukan kepada perawat RSUD dan pasien rawat jalan. Observasi dilakukan pada media PKRS. Teknik pemeriksaan keabsahan data adalah triangulasi metode dan sumber. Data dianalisis menggunakan pendekatan content analysis.Hasil : Pemahaman stakeholder tentang PKRS adalah pengetahuan tentang penyakit dan pencegahannya, yang diinformasikan oleh petugas medis kepada pasien dan pengunjung rumah sakit melalui media promosi kesehatan.Stakeholder sangat mendukung dan agak mendukung PKRS. Pengelolaan PKRS belum terlaksana karena keterbatasan dana dan gedung rumah sakit belum tetap. Pembentukan seksi PKRS sudah disepakati oleh pihak manajemen rumah sakit dan sudah diusulkan ke kantor bupati untuk masuk dalam Strukur Organisasi Tata Kerja (SOTK) RSUD Pasaman Barat. PKRS sudah berjalan walaupun belum terprogram. Kesimpulan : Secara umum, stakeholder sudah pernah mendengar dan mengetahui praktek promosi kesehatan bagi pasien di RSUD Pasaman Barat.Secara umum stakeholder sangat mendukung praktek promosi kesehatan bagi pasien di RSUD Pasaman Barat. Stakeholder yang paling berperan penting (stakeholder kunci) dan memiliki pengaruh yang kuat untuk terciptanya program PKRS, adalah pihak RSUD, Bupati, dan anggota DPRD Komisi C.

Background: Health promotion has not been systematically implemented by health staff at Pasaman Barat Hospital. Stakeholders' analysis is expected to be used to get an overview on the practice of health promotion for patients in hospital.Method: To find out the practice of health promotion for patients at Pasaman Barat Hospital through stakeholders' analysis.Objectives: The study was qualitative. Sampling were taken purposively using maximum variation sampling that consisted of 38 people. Primary data were obtained by indepth interviews which applied to the regent, head of social and cultural affairs of local planning council, member of local parliament commission C, head of subdistrict, head of health office, head of health promotion section of health office, head of Indonesian Physicians' Association, head of Indonesian Midwives' Association, head of National Nurses' Union of Indonesia, director of the hospital, head of planning and program department, head of nursing service section, head of service department, general physicians, and inpatients. Focus group discussion was undertaken among hospital nurses and outpatients.Observation was made to hospital health promotion media. Data validity was tested using method and source triangulation. Data analysis used content analysis.Result: What stakeholders knew about hospital health promotion was knowledge about diseases and their prevention informed by medical staff to patients and hospital visitors through health promotion media. Some stakeholders strongly supported and some others weakly supported hospital health promotion. The management of hospital health promotion was not yet optimally due to budget constraint and temporary hospital building. The establishment of hospital health promotion division had been agreed by hospital management and had been proposed to the regents office in order to be embedded in the organizational structure of Pasaman Barat Hospital. Hospital health promotion had been implemented but was not systematically planned. Conclusion: In general, stakeholders have heard and known the practice of health promotion for patients at Pasaman Barat Hospital. Stakeholders in general strongly supported the practice of health promotion for patients at Pasaman Barat Hospital. The most dominant stakeholders (key stakeholders) that had strong influence for the initiation of hospital health promotion program were hospital, the regent, and member of local parliament commission C.
