Analisis kinerja Dinas pengelola persampahan di Kota Bau-Bau bertujuan untuk mengetahui efektifitas kinerja organisasi pengelola persampahan dan faktor-faktor yang berpengaruh terhadap pewadahan, pengumpulan, pemindahan, pengangkutan, pengolahan dan pembuangan akhir sampah serta hambatan yang dihadapi dalam pengelolaan pengangkutan sampah. Populasi penelitian adalah aparat pengelola sampah pada Dinas Kebersihan Kota Bau-Bau dan masyarakat yang berada dekat lokasi TPS. Teknik pengumpulan data dilakukan dengan pengisian kuisioner disertai interview untuk data primer dan dengan teknik dokumentasi untuk data sekunder. Analisis data meliputi analisis kualitatif dan kuantitatif. Hasil penelitian menunjukkan bahwa kinerja pengelolaan pengangkutan sampah di Kota Bau-Bau dominan dipengaruhi oleh ketersediaan sarana dan prasarana pengangkutan sampah yang belum memadai, fungsi-fungsi manajemen pengangkutan sampah, dan ketersediaan dana/anggaran. Faktor lain juga yang berpengaruh adalah sebaran TPS yang tidak sesuai dengan Rencana Tata Ruang Wilayah, jarak lokasi TPS dengan sebaran penduduk. Berdasarkan hasil tersebut, dapat disimpulkan bahwa belum optimalnya pelaksanaan pengelolaan persampahan di Kota Bau-Bau disebabkan oleh kurangnya fasilitas atau sarana dan prasarana pengangkutan sampah, belum efektifnya penerapan fungsi-fungsi manajemen serta belum tersedianya dana/anggaran yang memadai.

The analysis towards the performance of trash heap organizer Service in Bau-Bau City intends to find out the effectiveness of trash heap executor organization and factors which are influential to the placement, collecting, removal, transportation, processing and the final trash disposal, as well as the obstacle faced in the trash transportation management. The research populations are the trash organizer apparatus in the Cleanliness Service of Bau-Bau City and the society near the TDP (Trash Disposal Place). The data collecting technique is held by fulfilling questionnaires along with interview for the primary data, and by documentation technique for the secondary data. The data analysis includes qualitative and quantitative analysis. The result of the research shows that the performance of trash transportation management in Bau-Bau City is dominantly influenced by the insufficient availability of trash transportation means and infrastructure, the trash transportation management functions, and the fund/budget availability. The other influencing factors were the inconsistency of the TPS distribution with the Area Spatial Planning and the distance of the TPS location from the population distribution. Based on the results, it is concluded that the under optimum implementation of the trash heap running in the Bau-Bau city was due to the lack of facility and infrastructure for trash carrying, ineffective implementation of the managerial functions, and the absent of sufficient fund/budget for it.
