Local people's perceptions and responses toward heritage site, the case of Tamansari (water castle), Yogyakarta

Adanya undang-undang yang mengatur perlindungan terhadap cagar budaya tidak akan efektif untuk menjamin keberlangsungan dan keberadaannya pada masa yang akan datang tanpa adanya partisipasi masyarakat untuk ikut menjaga aset yang sangat berharga tersebut. Di sisi yang lain, aspirasi dan kebutuhan masyarakat, terutama yang tinggal dan bersentuhan langsung dengan situs bersejarah, juga harus diperhatikan supaya usaha-usaha konservasi dapat menguntungkan semua pihak. Tamansari, sebagai salah satu situs cagar budaya yang ada di Yogyakarta menghadapi tantangan akibat perubahan yang terjadi sepanjang zaman dan kurangnya perawatan. Penelitian ini akan meneliti tentang harapan-harapan, kepentingan, kebutuhan, persepsi, dan respon masyarakat lokal di sekitar situs terhadap keberadaan situs Tamansari. Untuk mengetahui harapan, kepentingan, kebutuhan, persepsi, serta respon masyarakat lokal terhadap Tamansari, satu set kuisioner dibuat dan disebarkan kepada 100 orang yang tinggal di sekitar situs. Selain menyebarkan kuisioner, diadakan juga wawancara dengan pihak pemerintah, dalam hal ini adalah Bappeda Kota Yogyakarta dan Dinas Kebudayaan Provinsi D.I. Yogyakarta, serta survey lapangan untuk mengobservasi aktivitas masyarakat lokal di sekitar situs. Berdasarkan hasil analisis kuisioner dapat disimpulkan bahwa sebagian besar responden berharap bahwa mereka masih boleh tinggal di Tamansari. Selain itu, di masa yang akan datang mereka ingin dilibatkan dalam setiap program konservasi Tamansari. Hasil dari kuisioner mengenai persepsi dan respon menunjukkan bahwa seseorang yang memiliki persepsi positif belum tentu mempunyai respon positif terhadap situs, dan begitu pula sebaliknya. Keanekaragaman stakeholders yang ada, dengan latar belakang dan tingkat pengetahuan yang berbeda dapat mengakibatkan perbedaan yang dikemudian hari berpotensi untuk menimbulkan konflik jika tidak dikelola dengan baik mulai dari sekarang.

Laws on conservation of cultural heritages cannot guarantee the sustainability of those valuable resources, alone (Filipi, 2005). It also needs to involve people’s participation to guard and conserve such matters. On the other hand, to ensure their support, the aspirations of these communities also have to be addressed, so that conservation programs can be advantageous to both sides. Tamansari, as one of the heritage sites in Yogyakarta, Indonesia, faces a challenge due to the changing in its environment throughout the centuries and lack of maintenance. This research observed local people’s expectations, interests, and needs toward the heritage area of Tamansari. Their perceptions and responses toward the site are also being explored. A questionnaire, which consisted of a series of open-ended questions and “Yes/No” questions, was designed and spread door to door to 100 local people around the site. In addition to the questionnaire survey, in-depth interviews were held with the Regional Planning Board Agency of Yogyakarta Municipality and Cultural Agency of Provincial Government of Special Territory of Yogyakarta. These interviews were used to compare the future expectation of the government and the local people concerning heritage area of Tamansari. Furthermore, direct observation was also used to observe local people’s activities. From the results of the questionnaires, it can be concluded that most of the respondents expected that they can still live in the site. Furthermore, they want to be involved in any conservation programs for future Tamansari. Regarding the perceptions and responses toward the site it was found that one who has a positive perception not always has a positive response toward the site, and vice versa. Moreover, the diversity of stakeholders or local people with different levels of knowledge and background may result in the diverse values that they hold about things which in turn may cause conflict or the potential for conflict in the future.
