Hubungan kerja Camat dan Kepala Desa :: Studi kasus di Kecamatan Penebel Kabupaten Tabanan Propinsi Bali

Pelaksanaan otonomi daerah telah membawa perubahan yang signifikan kepada instansi pemerintah daerah, salah satu yang mengalami perubahan adalah kecamatan. Kedudukan camat berubah dari sebelumnya camat berperan sebagai kepala wilayah beralih menjadi perangkat daerah. Selain kecamatan, desa juga mengalami perubahan akibat pelaksanaan otonomi daerah. Desa setelah pelaksanaan otonomi dapat memiliki otonominya sendiri dan bebas mengatur pemerintahannya sesuai dengan kearifan lokal yang dimilikinya. Perubahan status dan kedudukan camat dan desa juga membawa perubahan terhadap hubungan kerja yang terjalin antara camat dengan kepala desa. Hubungan camat dengan kepala desa yang sebelumnya berupa hubungan yang bersifat hierarkis berubah menjadi hubungan kerja yang bersifat fasilitatif, koordinatif, hubungan kerjasama dan pembinaan dan pengawasan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deskriptif. Adapun lokasi penelitian dalam penelitian ini adalah di Kecamatan Penebel, Kabupaten Tabanan, Bali. Dengan objek penelitian Kecamatan Penebel dan Desa Penebel. Dalam hubungan kerja antara Camat Penebel dengan Kepala Desa Penebel setelah otonomi ditemukan bahwa terjadi perubahan pola hubungan antara Camat Penebel dengan Kepala Desa Penebel setelah pelaksanaan otonomi. Selain itu, ada beberapa hubungan kerja yang tidak dipatuhi Kepala Desa Penebel dalam pelaksanaan pemerintahannya. Seperti pelaporan penyelenggaraan pemerintahan yang seharusnya dilaporkan kepada bupati melalui camat yang tidak dilakukan oleh Kepala Desa Penebel. Selain itu ada beberapa hubungan kerja yang lainnya yang ikut mengalami perubahan setelah pelaksanaan otonomi, seperti hubungan koordinatif, hubungan kerjasama dan pembinaan dan pengawasan. Perubahan hubungan kerja yang terjadi antara Camat Penebel dengan Kepala Desa Penebel disebabkan karena berkurangnya pamor dan peran Kecamatan bagi Desa Penebel. Semakin menurunnya pamor Kecamatan Penebel terhadap Desa Penebel terjadi karena Camat tidak dapat mengatasi permasalahan yang timbul dalam penyelenggaraan pemerintah desa yang pada akhirnya membuat Desa Penebel lebih memilih untuk berkoordinasi langsung dengan BPMD dibandingkan dengan Kecamatan Penebel.

The implementation of regional autonomy has brought a significant changes to local government, one of which is changing district. The position of district changed from the previous district as the head region move into the area. In addition to district, the village also changed due to the implementation of regional autonomy. Village after the implementation of autonomy can have its own autonomy and are free to set his administration in accordance whit it’s local wisdom. Changes in status and position of district and village also bring changes to the working relationship that exists between the district with the village head. Relations sub-district with the village head who had a hierarchical relationship that turned into a working relationship that is facilitative, coordinative, cooperative relations and the guidance and supervision. The research method used in this research is a qualitative research method with a descriptive approach. The study sites in this study are in Penebel District, Tabanan, Bali. With the object of research Penebel Village and District Penebel. There is change the pattern of relationship between the district with the village head Penebel after the implementation of autonomy. The position of district autonomy Penebel after changing from the head region into the region in the execution of his duty to get some devolution of authority from the regents. While the village after autonomy has the freedom to manage his own government. However, there are few working relationships are not complied with the village head Penebel in the implementation of his administration. Like the reporting of governance that should be reported to the regents through the district is not done by the village head Penebel. In addition there are other working relationships involved changed after the implementation of autonomy, such as coordinative relationships, relationships of cooperation, guidance and supervision. Changes in the work relations that occurs between the District Head to Head Village Penebel Penebel due to reduced prestige and role of the District for the Village Penebel. Declining prestige of the Head District Penebel occur because head district unable to overcome the problems that arise in the operation of village government that ultimately makes the Village Penebel prefer to coordinate directly with BPMD.
