Reformasi 1998 telah membuka ruang bagi perspektif baru dalam pengetahuan sejarah bangsa. Peristiwa itu ikut memunculkan tuntutan-tuntutan untuk pelurusan sejarah. Tuntutan itu menjadi salah satu faktor penentu dalam gagasan “Papua Tanah Damai”. Penentuan Pendapat Rakyat (Pepera) 1969 adalah satu titik krusial dalam sejarah orang Papua. Hasil penelitian terakhir tentang sejarah Papua, yang selalu digunakan sebagai dasar untuk menuntut pelurusan sejarah adalah karya Prof. P.J.Drooglever, An Act Of Free Choice: Decolonization And The Right To Self-Determination In West Papua. Dengan melakukan kajian filosofis terhadap buku itu, diharapkan dapat memberikan sumbangan bagi tuntutan pelurusan sejarah di Papua. Penelitian ini menggunakan pendekatan filsafat sejarah kritis menurut R.G. Collingwood sebagai obyek formal. Filsafat sejarah kritis merupakan sarana yang tepat untuk memahami adanya kemungkinan akan suatu pengetahuan sejarah dan bagaimana pengetahuan sejarah itu dapat diperoleh. Dalam perspektif Collingwood, sejarah adalah sejarah pemikiran. Oleh karena itu, pengetahuan sejarah dimungkinkan dengan penyusunan ulang (re-enactment) pemikiranpemikiran agen sejarah. Pendekatan hermeneutik digunakan untuk memahami reenactment yang dilakukan oleh Drooglever. Metode deskripsi, pemahaman dan interpetasi digunakan untuk membedah buku Drooglever. Hasil penelusuran peneliti ditemukan bahwa re-enactment yang dikerjakan oleh Drooglever memberikan pengetahuan lain tentang sejarah orang Papua. Pihakpihak yang berkepentingan dengan masalah Papua adalah Belanda, Indonesia dan Amerika Serikat. Orang Papua tidak pernah dilibatkan sama sekali dalam seluruh proses pengambilan keputusan tentang diri dan masa depan mereka. Re-enactment itu menjadi relevan bagi tuntutan pelurusan sejarah Papua dan memberikan dorongan kepada pemerintah Indonesia menunjukkan jiwa besar untuk melibatkan orang Papua dalam seluruh pengambilan keputusan tentang Papua.

Indonesian reform in 1998 has opened the space for some new perspectives about historical knowledge of the nation. That event has emerged a kind of historical consciousness that is appears the demands for the rectification of history. The idea of historical rectification are contained in a common idea of "Papua, Land of Peace". To realize that idea, the first thing to do is reconciliation with the past. An “Act of Free Choice” is a crucial point in the history of Papua that needed to rectification. Results of recent research on the history of Papua, which is always used as a basis for demanding historical rectification is the work of Prof. P.J.Drooglever, “An Act Of Free Choice: Decolonization And The Right To Self- Determination In West Papua.” An philosophical study on the book is needed to contribute some possibility solution to the historical problem. This study used the perspective of R.G. Collingwood’s critical philosophy of history. Critical philosophy of history can be used to understand the possibility of a historical knowledge and how historical knowledge can be obtained. In the perspective of Collingwood, history is the history of thought. Therefore, historical knowledge is possible with the re-enactment of historical agents thoughts. Hermeneutical approach used to understand the Drooglever re-enactments. Description, understanding (verstehen) and interpretation methods are used to the element of methodical data. The result of this study designated that the Drooglever’s re-enactment provide other knowledge about Papuans history. The parties were concerned with the problem in Papua are the Netherlands, Indonesians and the United States. Papuans never involved at all in the whole process of decisions making about themselves and their future. The re-enactment was relevant to the historical rectification demands and give encouragement to the Indonesian government to show a great spirit to involve the people of Papua in the whole decision-making about Papua.
