Kehidupan masyarakat di daerah pertanian :: Implementasi kebijakan PNPM Mandiri dalam rangka penanggulangan kemiskinan di Kecamatan Cangkringan, Kabupaten Sleman, Provinsi Daerah Istimewa Yogyakarta

Penelitian ini mempunyai empat tujuan yaitu (1) Untuk mengetahui sejauh mana implementasi kebijakan penanggulangan kemiskinan PNPM-MP di Desa Argomulyo dan Desa Umbulharjo, Kecamatan Cangkringan, (2) Untuk melihat apakah ada impact positif dari kebijakan PNPM-MP, (3) menganalisa program manakah yang dari ketiga program PNPM-MP yang dapat dirasakan manfaatnya penduduk Desa, (4) menganalisa dari ketiga program PNPM-MP yang telah mengadopsi sistem kredit mikro untuk pengentasan kemiskinan. Untuk penelitian ini, penulis mengambil sampel sebanyak 40 sampel, kemudian dari jawaban 40 sampel tersebut, penulis menggunakan Analisis Korelasi Bivariant Spearman’s Rank (rho). Dari hasil analisis Rho diperoleh hasil kurang kuatnya korelasi antara variabel X1, terhadap variabel dependent Y. sedangkan hasil korelasi Bivariant Spearman’s Rank untuk variabel X2 dan X3 mempunyai korelasi dengan variabel Y. Namun korelasi tersebut sangatlah lemah. Sedangkan dari hasil wawancara penduduk di kedua Desa, dan dengan fasilitator PNPM-MP diperoleh hasil bahwa program PNPM-MP sebenarnya sudah mampu menjawab kebutuhan masyarakat di Kecamatan Cangkringan, terutama di kedua Desa penelitian (Desa Argomulyo dan Desa Umbulharjo) dalam hal pemberdayaan masyarakat Desa. Hal tersebut dapat dilihat dari banyaknya responden yang memberikan jawaban kuisioner yang isinya sangat mendukung terlaksananya program ini dan memberikan input agar program ini terus berlanjut untuk tahun – tahun ke depan.

This study has four objectives: (1) To determine the extent of implementation of poverty reduction policies PNPM-MP in the Village and Village Argomulyo Umbulharjo, District Cangkringan, (2) To see if any positive impact from the policy of the PNPM-MP, (3) analyzing program Which of the three PNPM-MP program that provided benefits to Village residents, (4) analysis of the three PNPM-MP who has adopted a system of microcredit to poverty alleviation. For this study, the authors took a sample of 40 samples, then the answers to these 40 samples, the authors use analysis of Spearman's Rank Correlation Bivariant (rho). From the analysis result is less strong Rho correlation between the variables X1, on the dependent variable Y. while the results of Spearman's Rank correlation Bivariant for variables X2 and X3 has a correlation with the variable Y. But the correlation is very weak. While the results of interviews in both village residents, and with the facilitator PNPM-MP was found that the program PNPM-MP actually been able to answer the needs of people in Sub Cangkringan, especially in the second village of the study (the Village and Village Argomulyo Umbulharjo) in terms of community empowerment Village. This can be seen from the number of respondents who gave answers to the questionnaire that it strongly supports the implementation of this program and provide input for this program continues for years - years in the future.
