Pengaruh komposisi Pad, diversifikasi pendapatan daerah, belanja daerah dan dana tabungan pemerintah daerah terhadap fiscal stress :: Studi kasus pada pemerintah daerah di Propinsi Jawa Tengah tahun 1991/1992-2001

Penelitian dilakukan untuk mengetahui pengaruh komposisi PAD,diversifikasi pendapatan daerah, belanja daerah, dan dana tabungan terhadap fiscal stress pada pemerintah daerah di Propinsi Jawa Tengah.Penelitian ini merupakan penelitian kausalitas yang berupaya untuk meneliti faktor-faktor yang berpengaruh terhadap fiscal stress pada pemerintah daerah di propinsi Jawa Tengah. Menggunakan pendekatan panel data dengan menggunakan data sekunder dari tahun 1991-200. Chow test, LM test dan Hausmen Test dilakukan untuk memilih model yang terbaik untuk regresi linier berganda.Hasil penelitian menunjukan bahwa komposisi PAD yang terdiri dari pajak,retribusi dan lain-lain PAD bepengaruh positif terhadap fiscal stress, namun pajak tidak berpengaruh signifikan. Diversifikasi pendapatan bepengaruh negatif dan signifikan terhadap fiscal stress. Belanja daerah yang terdiri dari belanja transportasi, belanja pendidikan, dan belanja kesehjahteraan sosial berpengaruh negatif namun tidak signifikan terhadap fiscal tress. Dana tabungan barpengaruh negatif dan signifikan terhadap fiscal stress. Secara serempak faktor-faktor berpengaruh terhadap fiscal stress dan signifikan ditunjukkan dengan F-hitung = 26.32036 dan p = 0,0000 < 0,05. Nilai Adjusted R2 sebesar 0.763723 menunjukkan bahwa variabel-variabel independen mampu menjelaskan perubahan variabel dependen yaitu sebesar 76,3723 persen. Sisanya sebesar 23,6277 persen dijelaskan oleh faktor lain selain faktor-faktor yang diajukan dalam penelitian ini.

The study was conducted to determine the effect of PAD composition,diversification of local revenue, local spending, and savings to the fiscal stress on local governments in Central Java Province.This study is an attempt to examine the causal factors that affect the fiscal stress on local governments in Central Java province. Using a panel data approach by using secondary data from the year 1991-200. Chow test, LM test and Hausmen Test conducted to select the best model for multiple linear regression.The results showed that the composition of the PAD which consists of taxes, levies and other PAD positively effect on fiscal stress, however taxes alone has no significant effect on it. Diversification of revenue significantly and negatively related to fiscal stress. regional expenditure which consists of transportarion, education and social welfare expenditures have a negative but not significant effect to the fiscal stress. While saving funds has negative and significant savings to the fiscal stress. All factors simultaneously affect the fiscal 0.05. While Adjusted R2 value of 0.763723 indicates that independent variables can explain changes in the dependent variable that is equal to 76.3723 percent.The remaining percentage of 23.6277 percent is explained by other factors that were not proposed in this study.
