Penelitian ini memiliki tujuan untuk melihat apa dan bagaimana konflik elit politik dalam proses pembentukan propinsi baru di Sulawesi Selatan dan implikasinya terhadap ketahanan wilayah. Konflik elit politik yang terjadi dalam pembentukan propinsi ini, berawal dari terjadinya perubahan kebijakan pemerintah dari sistem sentralistik menjadi sistem desentralisasi. Perubahan regulasi ini memberi ruang yang luas untuk lahirnya daerah otonom baru, tidak terkecuali di Wilayah Tana Luwu. Upaya pembentukan Propinsi Luwu “Raya” dalam perjalannya melahirkan konflik di kalangan elit politik yang juga sangat mempengaruhi sebagian besar masyarakat di Tana Luwu. Pro dan kontra masuk-tidaknya Kabupaten Tana Toraja menjadi bagian wilayah dalam perjuangan pembentukan satu propinsi baru menjadi kendala tersendiri hingga saat ini. Alasan-alasan kesejarahan dan etnoreligius menjadi isu sentral yang mengganjal lahirnya kompromi di antara kelompok yang berkonflik. Metode yang digunakan dalam penelitian ini adalah metode kualitatif yang menggunakan daftar wawancara sebagai pengumpul data di lapangan. Wawancara yang dilakukan menggunakan pedoman wawancara berstruktur dan mendalam untuk mendapatkan informasi yang yang utuh tentang konflik elit politik dalam pembentukan Propinsi Luwu “Raya”. Elit politik yang terlibat dalam konflik ini adalah elit politik lokal yang sebenarnya memiliki hubungan patron-client dengan elit-elit politik yang berada di tingkat pusat. Aktor penting dalam konflik elit politik ini di bagi menjadi empat bagian yaitu : (1) Front Penuntut Pemekaran Kabupaten dan Propinsi Luwu Raya (FP2KP-LR) kelompok yang mendukung masuknya Tana Toraja, (2) Komite Pusat Pembentukan Propinsi Luwu (KP3L) kelompok yang menolak masuknya Tana Toraja, (3) Badan Kordinasi Pembentukan Propinsi Luwu Raya (BKPP-LR) lembaga yang melakukan mediasi konflik elit politik, dan (4) Andi Hasan seorang aktor elit politik yang menjadi pengganjal keluarnya rekomendasi persetujuan pembentukan propinsi baru. Semangat pembentukan propinsi baru di Tana Luwu hingga sekarang ini tetap tinggi, ini dibuktikan dengan diusulkannya pembentukan Kabupaten Luwu Tengah oleh pemerintahan Kabupaten Luwu. Bila usulan ini berhasil maka lengkaplah prasyarat kewilayahan yang ditetapkan oleh UU No. 32 Tahun 2004 dan PP No. 78 Tahun 2007, dan tentunya pula mengakhiri pro-kontra masuknya Tana Toraja karena syarat minimal diusulkan oleh 5 kabupaten/kota telah dipenuhi oleh kabupaten/kota se-Tana Luwu. Perkembangan konflik elit politik membawa akibat terhadap semakin meningkatkan kesadaran etnik Luwu tentang potensi sumber daya yang mereka miliki serta menguatnya identitas etnik, budaya, dan agama. Implikasi penting dari konflik elit politik terhadap ketahanan wilayah dapat dilihat melalui bidang idiologi, politik, ekonomi, sosial-budaya, dan keamanan.

This research was conducted to see how the conflict of political elites in the formation of new provinces and their implications for regional resilience. The method used in this study is a qualitative method that uses a list of interviews as a data collector in the field. Interviews conducted utilize in-depth and structured interviews guide to get the full information about the conflicts of political elites in the formation of Luwu into province. Political elite conflict having been occured in the formation of this province, although not a big conflict but it influenced enough on society so that the society split into two groups, that is the supporters and the rejecting people about integration of Tana Toraja into the new province. Historical reasons and ethno-religious became the factors that determine the thoughts above. Elites who are involved in this conflict is the local elite who actually possess the patron-client relationships with elites who were at the central level. The significant actor of conflicts of the political elite at the local level, according to the researchers divided into parts, namely (1) Group of Expansion of District and Province of Luwu (FP2KP-LR) who supports the entry of Tana Toraja, (2) The Central Committee of Establishment of Luwu as province (KP3L), the group who refuse the entry of Tana Toraja, (3) The Coordination Board of Establishment of Luwu as province (BKPPLR), tha is the institutions who mediate conflict of political elites, and (4) Andi Hassan is a political actor from the Golkar Party. The conflict development of the political elite bring about the increasing of awareness of Luwu ethnic about the potential of the resources that they possess and the strengthening of cultural and religius identity. Important implication of elite conflict on regional resilience can be viewed through economic, social, cultural and security. Although economic field did not affect to much on the economic wheel of Luwu region, however government and employers remain vigilant and continue to observe the situation of political developments. Social-cultural field is a field that gets the most influence. This can be seen from the emergence of primordial sentiment, where the primordial ties was strengthening and the rise of identity of groups in society. The field of defense and security become very important in anticipating the consequences of such elite conflict. Cases of violence must be able to be extinguished quickly so as not to become large and spread to other regions. However, the quality and quantity of the security forces were not maximum for handling the escalation of conflict when the conflicts that occur progressively increased. The spirit of the establishment of provinces in Tana Luwu remain high. This is evidenced by proposing establishment of Central Luwu as a district by the government of Luwu district. If this proposal is successful then the territorial requirements prescribed by Law UU no. 32 / 2004 and PP No. 78 / 2007 become completed.
