Efektivitas pelaksanaan program TNI Manunggal Membangun Desa (TMMD) dan implikasinya terhadap ketahanan pertahanan wilayah :: Studi di wilayah Kodim 0729/Bantul, Yogyakarta

Pelaksanaan program TNI Manunggal Membangun Desa/TMMD Kodim 0729/Bantul yang telah berjalan selama 30 tahun ini belum serta-merta disertai tindakan evaluasi secara menyeluruh yang sangat diperlukan guna mengetahui efektif tidaknya pelaksanaan program tersebut, terutama evaluasi terhadap respon kepuasan masyarakat, mengingat substansi program tersebut adalah membantu mengatasi masalah kesejahteraan masyarakat, sehingga penelitian ini bertujuan untuk mengetahui efektivitas pelaksanaan program tersebut dan bagaimana implikasinya terhadap ketahanan pertahanan wilayah Bantul. Penelitian ini adalah penelitian evaluasi dan bersifat deskriptif kualitatif, pengumpulan data dilakukan dengan cara observasi, wawancara, kuisioner, telaah dokumen dan kajiaan pustaka. Kemudian data yang diperoleh diolah dan dianalisis. Pengujiannya dilakukan baik secara statistik, maupun non-statistik, yakni dengan suatu penjelasan argumentatif yang memuat proses penalaran dan penafsiran logis. Hasil penelitian yang menunjukkan pencapaian sasaran fisik maupun non fisik tercapai 100% yang berarti indikator produksi menunjukkan efektif 100%, sedangkan anggaran dan waktu yang terealisasi tidak melebihi dari yang dialokasikan yang berarti indikator efisiensi menunjukkan efektif 100%, sedang dari survei kepuasan masyarakat Bantul menyatakan puas pada seluruh dimensi kepuasan yang berarti indikator kepuasan menunjukkan efektif 100%. Dari hasil ini maka benchmarking tujuan program mencapai bobot 100% (lebih dari 50%). Dari analis logis yang diperkuat oleh hasil wawancara, pelaksanaan program TMMD berimplikasi terhadap faktor-faktor ketahanan pertahanan wilayah, yaitu meningkatkan rasa persatuan di antara masyarakat dan antar kelompok-kelompok masyarakat sekaligus menumbuhkan semangat gotong royong, dan semakin mengokohkan semangat kemanunggalan TNI dengan rakyat yang pada akhirnya akan mendorong terwujudnya pembinaan teritorial dan pemberdayaan wilayah pertahanan secara efektif. Selain itu juga pada peningkatan kesejahteraan dan keamanan masyarakat Bantul. Dari pembahasan hasil penelitian dapat disimpulkan bahwa pelaksanaan program TMMD Kodim 0729/Bantul adalah efektif dan berimplikasi positif terhadap faktor-faktor ketahanan pertahanan wilayah Bantul.

Although the implementation of TNI Manunggal Membangun Desa/TMMD Kodim 0729/Bantul program has been conducted for 30 years, it has never been totally evaluated. In fact, the evaluation especially the evaluation on the respond of society satisfaction is important to do to measure whether it is effective or not. Since the substantive of the program is to get involved in overcoming the prosperity of society problems, this research objective is to know the effectiveness of the program implementation and its implication toward the resilience and defense of Bantul Regency. This descriptive qualitative research is an evaluative research using survey method. Collecting data, it uses techniques of observation in field, intensive direct interview, document review, and literature review. After data were obtained, they were processed and analyzed. They weren’t statistically examined but non-statistically with an argumentative explanation containing process of reasoning and logical interpretation. Research outcome indicates that either physical or non-physical program targets are attained 100% , therefore it means that production indicator is 100% effective, whereas budget and time realization is no more than the allocation so that efficiency is 100% effective, meanwhile, the survey on satisfaction of Bantul people reveals that they were satisfied at all dimensions of satisfaction so that it means efficiency indicator is effective 100%. Based on this result, benchmarking of program objective achieves 100% (more than 50%). Based on logical analysis strengthened by the interview transcription, TMMD program implementation gives impact the territory resilience sustainability e.g. improvement of unity and solidarity among people and groups of people and at once growing enthusiasme of gotong-royong (cooperation among many people to attain a shared goal), moreover, people sympathy to TNI will be well-kept even increased so that it will affirm the spirit of total integration between TNI and people, thereby it will also smooth the way to embody the effective territorial construction and resilience territory empowerment, and prosperity and security improvement of Bantul people. Based on the research outcomes, it can be concluded that the implementation of of TMMD Kodim 0729/Bantul is effective and gives positive implication toward the factors of resilience and defense in Bantul Regency.
