Partisipasi masyarakat dalam pembangunan daerah melalui media televisi lokal :: Studi kasus di Kabupaten Kebumen

Penelitian ini bertujuan mendeskripsikan upaya pemerintah daerah mendorong partisipasi masyarakat dalam pembangunan melalui pemanfaatkan siaran televisi lokal di Kabupaten Kebumen, dan kondisi masyarakat dalam berpartisipasi melalui pemanfaatkan siaran tersebut. Selanjutnya, dapat ditemukan faktor-faktor dugaan yang mempengaruhi pencapaian upayanya. Lokasi penelitian adalah Kabupaten Kebumen karena memiliki keunikan sebagai pemerintah daerah yang mengupayakan partisipasi masyarakat melalui siaran televisi lokal (Ratih TV Kebumen). Penelitian ini menggunakan metode studi kasus. Pengumpulan data dilakukan dengan metode wawancara, observasi, studi dokumen dan rekaman arsip. Pembahasan temuan keunikan kasus dibandingkan dengan proposisi penelitian. Hasil temuan berupa diskripsi kasus dan faktor-faktor dugaan penelitian yang disimpulkan dalam ringkasan temuan dan kontribusi terhadap pengetahuan. Kesimpulan tersebut sebagai dasar pengembangan implikasi kebijakan dan rekomendasi hasil penelitian. Penelitian ini menunjukkan bahwa Pemkab Kebumen menguasai televisi lokal serta memanfaatkannya sebagai media partisipasi, sehingga terjadi respon dan perubahan perilaku partisipasi masyarakat dalam pembangunan daerah. Sebagai media partisipatif, Ratih TV Kebumen diisi dengan siaran dialog interaktif pembangunan, sesuai kondisi pemerintahan dan masyarakat. Kecenderungan bentuk partisipasi masyarakat berupa penyampaian aspirasi. Respon partisipasi yang tampak adalah dengan berperilaku terbuka dalam berdialog, menyampaikan pendapat serta menampilkan aktivitas sosialnya yang terkait pembangunan. Faktor-faktor yang mempengaruhi pencapaian upaya mendorong partisipasi pembangunan melalui pemanfaatan siaran televisi lokal berdasar kasus di Kabupaten Kebumen adalah pemanfaatan waktu siaran, kepemimpinan (leadership), harmonisasi pemerintah dan masyarakat, jangkauan siaran, dan pengendalian operasional siaran.

The objective of the study is to describe the efforts made by the local government to encourage public participation in the local development by using local television broadcast in Kebumen Regency. In addition, the study is aimed at describing the condition of public participation using local television broadcasts and finding out some factors that contribute to the success of the efforts. The study was conducted at Kebumen Regency because of its specificities with the local government attempting to encourage the participation of its citizens in the local development by means of local television broadcast (Ratih TV, Kebumen). The study used case study method. Data were collected through interviews, observations, and archival documentation. The study found uniqueness of the study case compared to the propositions. Results of the study were case description and factors that were summarized into a result summary, and scientific contribution of the study. The conclusion becomes the basis for developing policy implication and recommendation of the study. The study found that Local Government of Kebumen Regency controls and utilizes the local television as a medium for public participation. Local television is expected to result in response and behavioral modification of the public participation in the local development. As a participatory media, Ratih TV Kebumen contains interactive dialogue on development topics based on the governmental and social conditions. Public participation is manifested in the expression on aspiration. Participatory response is visible through open dialogue, opinion expression, and presentation of social activities associated with the local development. Factors that contribute to the success of the efforts in encouraging the public participation in the local development include the use of broadcast time, leadership, harmonization between the local government and the society, coverage, and operational control of the TV broadcast.
