The Influence of social capital and leadership on the different outcomes of participation

Paradigm pembangunan yang baru mempromosikan keterlibatan warga Negara dalam proses pembangunan melalui partisipasi. P2KP merupakan proyek pengentasan kemiskinan di daerah perkotaan di Indonesia. Proyek ini mengadopsi tiga pendekatan dalam implementasinya, yaitu partisipasi, pemberdayaan dan pengentasan kemiskinan. Namun, penerapan partisipasi di antara desa-desa penerima proyek P2KP tersebut berbeda-beda. Studi ini memperkirakan bahwa perbedaan tersebut disebabkan oleh perbedaan kondisi modal sosial dan kepemimpinan antar desa.Studi metode-campuran (kualitatif dan kuantitatif) dilaksanakan untuk menyingkap fenomena tersebut. Dua desa dipilih berdasarkan kesamaan dalam hal kondisi sosial-ekonomi dan perbedaan kontribusi uang. Kedua desa tersebut adalah Sine dan Karang Tengah.Data berupa kontribusi uang digunakan sebagai tolak ukur bahwa tingkat partisipasi di Sine dan Karang Tengah berbeda. Namun, berdasarkan analisis chisquare,partisipasi di kedua desa tersebut sama. Kondisi modal sosial juga sama.Pada tingkat individu, partisipasi dalam pertemuan sosialisasi dipengaruhi oleh tiga factor, yaitu keterlibatan dalam organisasi, persepsi terhadap gaya kepemimpinan dan jenis kelamin. Partisipasi dalam rapat perencanaan dan pemberian kontribusi tidak dipengaruhi oleh variabel bebas dari studi ini. Dalam rapat pasca-konstruksi, partisipasi hanya dipengaruhi oleh variable jenis kelamin. Kesimpulannya, partisipasi dalam tiap proses dipengaruhi oleh factor yang berbeda-beda.Sebagai rekomendasi, wanita harus dilibatkan dalam proses partisipasi, karena berdasarkan survey, mereka tidak dilibatkan dalam proses partisipasi.

The new development paradigm promotes involvement of the citizen in the development process trough participation. P2KP is a poverty alleviation project for urban area in Indonesia. This project adopted three approaches for its implementation, which are participation, empowerment and poverty alleviation. However, the implementation of participation among villages that received P2KP project is different. This study expected that this difference is caused by the difference of social capital condition and leadership style among villages. Mix-method study was conducted to figure out that phenomenon. Two villages were selected based on their similarities in terms of socio-economic condition and the difference of money contribution. Those villages are Sine and Karang Tengah.Data of money contribution is used as an indicator that participation level in Sine and Karang Tengah is different. Nevertheless, based on chi-square analysis,participation in those two villages is similar. The social capital condition is also similar.On the individual level, participation in socialization meeting is influenced by three factors, namely involvement in the organization, perception on leadership style and gender. Participation in planning meeting and giving contributions are not influenced by the independent variables of this study. In the post construction (monitoring) meeting, participation is only influenced by the gender variable.Indeed, participation in every process is influenced by different factors.As recommendations, women should be included in the participation process,because based on the survey; they are excluded in the participation process.
