Mode choice of commuters to working :: Case study: Depok city, West Java

The problems of transportation in Indonesia are very complex, commonly in the form of safety and congestion. In metropolis city like Jakarta, congestion is such a severe problem has not been solved yet. Therefore, this influences the economic activities. The dominant use of the private car and the low qualities of the public transport are the cause for the congestion in Jakarta. This study aims to develop a model to know what factors make people choose the modes of transportation. By knowing the factors, it is expected to make the stakeholders easier to create policies on public transport so that the private car users would shift to use the public transport. Data was collected by using the cluster sampling in two-stage method. The first stage was to select 5 clusters of 11 clusters randomly. The cluster in this study is Sub-district in Depok. The second stage was the random selection of 100 respondents in each selected cluster. Logit model was used to determine the factors that influence the mode choice. There were two models often used in modal choice; they were the Multinomial Logit Model (MNL) and Nested Logit Model (NL). The Independent Irrelevant Alternative (IIA) test was employed to determine which model was more appropriate. The graphical analysis was used to know the change of the choice probability and when the shifting from private mode to the public mode occurred. The result showed that The NL model was the appropriate model for this study. By using the approach of Nested Logit (NL) model, the factors that influence is known, including the travel time, travel cost, comfort of the mode, vehicle ownership, and driving license ownership. Graphical analyses showed that for the car owners, if the travel time of KRL was less than the travel time of the car, the travel cost of the car was higher than the travel cost of KRL (Kereta Listrik or electrical train), and the comfort of KRL was more comfortable than the comfort of the car, then the private car users would shift to KRL. The motorcycle owners would use KRL if the travel time of KRL was less than the travel time of the motorcycle, the travel cost of motorcycle was the same as the travel cost of KRL, and the comfort of KRL is was the same as the motorcycle. Finally, for the users who did not have vehicle, they preferred the motorcycle than KRL, and it was called the captive users.
