Analisa tingkat kepuasan penerbang terhadap kinerja air traffic controller Bandar Udara Adisutjipto Yogyakarta

Bandar udara Adisutjipto Yogyakarta merupakan bandara Enclave Civil dimana lalu lintas udaranya bercampur antara pesawat latih militer TNI AU dengan pesawat komersial. Pergerakan jumlah penumpang dan pesawat terus meningkat setiap tahun. Traffic yang semakin padat dan bercampur serta adanya beberapa obstacle bandara yang membatasi pergerakan pesawat memerlukan pengaturan lalu lintas udara yang baik oleh Air Traffic Controller (ATC) agar terhindar dari ‘air collision’ atau ‘near miss incidents’. Penelitian ini bertujuan untuk mengetahui tingkat kepuasan penerbang terhadap kinerja ATC dan menganalisis besar pengaruh unsur-unsur kinerja pelayanan yaitu kompetensi,fasilitas dan sikap ATC terhadap kepuasan penerbang.Metode penelitian yang digunakan adalah metode survey dengan membagikan kuesioner kepada para penerbang di bandara maupun lewat e-mail.Kegiatan survey menghasilkan data primer yang selanjutnya dianalisis dengan metode statistik deskriptif untuk mengetahui kepuasan penerbang terhadap kinerja ATC. Untuk mengetahui besar pengaruh kompetensi, fasilitas dan sikap ATC terhadap kepuasan penerbang dilakukan analisis jalur. Selain itu dilakukan pula wawancara dengan pihak otoritas bandara untuk mendapatkan data sekunder terkait pelayanan ATC.Hasil penelitian dengan statistik deskriptif menunjukkan bahwa rata-rata penerbang memiliki tingkat kepuasan sebesar 3,62. Hasil tersebut menunjukkan rata-rata penerbang puas dengan kinerja pelayanan ATC. Penelitian dengan analisis jalur didapat hasil unsur kompetensi ATC berpengaruh sebesar 25,9% terhadap kepuasan penerbang, fasilitas ATC berpengaruh sebesar 18,2%, dan sikap ATC berpengaruh 41,4%. Secara gabungan, ketiga unsur tersebut berpengaruh sebesar 61%, sedangkan sisanya 39% dipengaruhi faktor-faktor lain.

Yogyakarta Adisutjipto Airport is an Enclave Civil airport. It serves not only commercial airplanes but also millitary training flights. As with the number of passengers and commercial flights tend to increase each year and the fact that there are some obstacles in this airport, it needs a hard work of the air traffic controllers (ATC) to avoid the occurence of near miss incidents or air collision.This research’s objectives are to know the level of pilot’s satisfaction towards the performance of the ATC and also to analyse the influence of competency, facility,and attitude of the ATC towards the pilot’s satisfaction.The research’s methodology used is survey method by handing out questionnaires to the pilots in the airport and by e-mail. The survey method produces primary data which is analysed with descriptive statistic method to know the pilots’ satisfaction towards the performance of the ATC. Path analysis is used to analyse the influence of competency, facility, and attitude of the ATC. To get secondary data, some interviews were done with the airport’s authority. The outcome of the descriptive statistic method shows that the average of the pilots has the level of satisfaction 3,62. It means that the pilots are satisfied with the performance of the ATC. The path analysis shows that the competency contributes 25,9%, facility contributes 18,2%, and attitude contributes 41,4% towards the pilots’ satisfaction. When gathered, the three variables contribute 61%, while the rest 39% is influenced by other factors.
