Kemampuan fiskal daerah dalam penerapan desentralisasi di Distro Lautem Timor Leste tahun anggaran 2003-2008

Penelitian ini bertujuan untuk mengetahui kemampuan keuangan daerah Distrito Lautem, dengan mengukur tingkat kemandirian keuangan daerah, yaitu melalui analisis komponen PAD terhadap total PAD, Derajat Desentralisasi Fiskal Daerah. Penelitian ini juga mengukur perkembangan Pendapatan Daerah dan Belanja Daerah, serta pertumbuhan Penerimaan Asli Daerah (PAD) selama tahun 2003 – 2008. Data yang digunakan dalam penelitian ini adalah data sekunder dengan time series dari tahun 2003 sampai 2008, yaitu data laju pertumbuhan pendapatan asli daerah, data kontribusi pajak dan retribusi daerah, data belanja daerah Distrito Lautem. Data-data tersebut didapatkan dari Sekretariat Direktorat Nasional Keuangan Negara, Sekretariat Direktorat Nasional Pemerintahan Daerah, Sekretariat Administrasi dan Keunagan Distrito/Kabupaten Lautem dan data literatur- literatur serta teori-teori yang berkaitan dengan judul dan permasalahan dalam tesisi ini. Alat analisis yang digunakan adalah rumus koefisien share dengan komponen-komponen PAD terhadap total PAD, rumus laju pertumbuhan PAD, rasio Total Pendapatan Daerah (TPD) terhadap Total Belanja Daerah (TBD), rasio PAD terhadap TPD, dan rasio PAD terhadap belanja rutin. Hasil penelitian ini menunjukkan bahwa kemampuan keuangan daerah Distrito Lautem masuk ke dalam kelompok kemampuan keuangan daerah tinggi yang terlihat pada DDF sebesar 25,50 persen dalam kategori sedang dan hasil rata-rata kapasitas fiskal daerah Distrito Lautem sebesar 500 sehingga kemampuan keuangan daerah Distrito Lautem yang berasal dari komponenkomponen PAD terhadap total PAD dalam memberikan kontribusi terhadap realisasi pendapatan dan dalam membiayai pengeluaran rutin, pengeluaran modal dan pembangunan daerah adalah sangat baik, karena dipengaruhi oleh dua variabel dependent yaitu bantuan donor secara hibah dan Dana Perimbangan yang berasal dari Orçamento Geral do Estado, dapat disimpulkan bahwa pemerintah daerah Distrito Lautem belum mandiri secara administratif dan financial untuk mengatur daerahnya sendiri.

This study aims to determine the ability of local finance of Lautem District, by measuring the level of local financial autonomy, namely through the analysis of component-component of total PAD, Degree of Fiscal Decentralization Region. This study also measured the development of Regional and Local Revenue, and the growth of Original Receipt (GOR) during the years 2003-2008. Data used in this research is secondary data with time series from 2003 to 2008, ie the data rate of revenue growth, data contributions and levies taxes, gove rnment spending data of Lautem District. These data obtained from the National Directorate of Finance of the State Secretariat, the Secretariat of the National Directorate of Local Governance, the Secretariat of Administration and finance Lautem District and literature data and theories relating to the title and the problems in this thesis. The analysis tools are the formula coefficients with the components share of total Local Original Revenue (LOR), LOR growth rate formula, the ratio of Total Revenue Region (TRR) of total local expenditure (TLE), the ratio of Local Original Revenue (LOR) to Total of Local Revenue (TLR), and the ratio of LOR to routine expenditure. The results of this study indicate that the ability of local finance of Lautem District enter into a group of high regional financial ability seen in the DDF for 25.50 per cent in the medium category and result average fiscal capacity of 500 Lautem District area so that local financial ability of Lautem District from Local Original Revenue (LOR) components to the total local revenue in contributing to the realization of revenue and to finance routine expenditures, capital expenditures and regional development is very good, because it is influenced by two dependent variables namely donor assistance in grants and Balanced Funds are derived from Government General Budget.
