This paper observes the potential impact of Japanese loans on development in Indonesia at the provincial and sectoral level based on three points of view; namely, economic, human life, and governance. The main indicators used in these observations are regional gross domestic product (GDP) growth, the poverty index, the inequality income distribution, labor issues, and the corruption index. This paper uses the correlation approach to analyze the relationship between Japanese loans and each indicator. The results show that Japanese loans indirectly impact development outcomes positively and negatively. The main problems are loan distribution and loan implementation.
