Analisis sektor unggulan daerah dengan modifiaksi location quotient :: Studi kasus di Kabupaten Ngawi

Selama ini metode Location Quotient (LQ) yang digunakan menghasilkan nilai indeks yang tidak sebanding di kedua sisi yaitu antara nol sampai dengan satu di satu sisi dan antara satu dengan tak terhingga di sisi lain.Selain itu kebanyakan penelitian dengan menggunakan LQ untuk menentukan sektor unggulan daerah, ternyata perbandingan output produk daerah di provinsi masih memasukkan output produk daerah dari kabupaten yang bersangkutan.Penelitian ini memperbaiki kedua cara tersebut. Tujuan penelitian adalah untuk mengevaluasi sektor unggulan daerah dengan modifikasi Location Quotient. Hasil yang didapat yaitu dengan analisis LQ, Revisi LQ maupun Symmetric LQ di Kabupaten Ngawi tidak terjadi perubahan sektor unggulan. Sektor/subsektor unggulan daerah Kabupaten Ngawi mempunyai kecenderungan untuk mengalami penurunan nilai indeks Symmetric LQ. Selain itu sektor/subsektor tersebut dimiliki oleh hampir semua daerah di eks Karesidenan Madiun kecuali Kota Madiun sehingga menjadi pesaing Kabupaten Ngawi dalam sektor/subsektor unggulan daerah. Juga ditemukan bahwa di Kabupaten Ngawi tidak terjadi perubahan peringkat sektor unggulan daerah.

So far, the method of Location Quotient (LQ) that is used produces index values that are not comparable on both side of unity, as the index ranges from zero to one and from one to infinity. Moreover, most studies using LQ to determine regional leading sector turns out the comparison of output in the province of local product are still entering the product output from the respective district. The study reformed to the both methods. The objective of this study is to evaluate regional leading sector with modification Location Quotient. The result using LQ, Revised LQ, and Symmetric LQ analysis showed that there was no change of leading se Symmetric LQ downgrade. In addition, that sector/subsector is possessed by most of regions from ex Karesidenan Madiun, except for Madiun City so it becomes the competitor of Kabupaten Ngawi in regional leading sector/subsector. It is also found that in Kabupaten Ngawi, there is no change of regional superior sector rank.
