Sektor ekonomi unggulan di Kabupaten Ngada sebelum dan sesudah pemekaran wilayah

Pemekaran wilayah yang terjadi di Kabupaten Ngada ditengarai berdampak pada perubahan peran sektor-sektor terhadap perekonomian di kabupaten ini. Penelitian ini bertujuan untuk mengetahui dan mengkaji kondisi basis ekonomi sektoral, pergeseran struktur ekonomi dan kondisi kegiatan ekonomi potensial yang pada akhirnya menggambarkan tentang sektor ekonomi unggulan di Kabupaten Ngada sebelum dan sesudah pemekaran wilayah. Penelitian dilakukan dengan pendekatan deskriptif dan sumber data adalah data sekunder yang dikumpulkan dari BPS Propinsi NTT, BPS Kabupaten Ngada dan Bappeda Kabupaten Ngada. Hasil penelitian menunjukkan bahwa sebelum dan sesudah pemekaran wilayah di Kabupaten Ngada, sektor yang menjadi unggulan baik sebelum pemekaran maupun setelah pemekaran wilayah adalah sektor pertanian dan sektor industri pengolahan. Selain itu, penelitian ini juga mengungkapkan fakta berdasarkan analisis Location Quotient (LQ), analisis Shift-Share dan analisis Klassen Typologi bahwa untuk sektor basis, sebelum pemekaran wilayah terdapat 5 (lima) sektor basis dan menjadi 6 (enam) sektor basis setelah pemekaran, pertumbuhan ekonomi Propinsi NTT pada dua periode tersebut sama-sama memberikan pengaruh positif terhadap perekonomian Kabupaten Ngada, sedangkan berdasarkan klasifikasi pertumbuhan ekonomi sektoral terungkap bahwa sebelum dan sesudah pemekaran terdapat 3 (tiga) sektor yang maju dan tumbuh cepat, 2 (dua) diantaranya adalah sektor pertanian dan industri pengolahan sedangkan sektor ke-3 berbeda yakni sektor listrik, gas dan air bersih sebelum pemekaran dan setelah pemekaran adalah sektor bangunan dan konstruksi. Namun demikian secara kompetitif, pemekaran wilayah mengurangi jumlah sektor yang memiliki pengaruh terhadap pertumbuhan sektor lainnya dari sebelumnya 6 (enam) sektor menjadi tinggal 3 (tiga) sektor setelah pemekaran. Demikian juga jumlah sektor yang memiliki keunggulan kompetitif berkurang dari sebelumnya 5 (lima) sektor menjadi 4 (empat) sektor setelah terjadinya pemekaran wilayah.

Regional divisions that occurred in the District Ngada suspected to have an impact on the changing role of economic sectors in the district. This study aims to determine and assess the condition of sectoral economic base, the shift in economic structure and conditions of potential economic activity which in turn describe the leading economic sector in the Regency Ngada before and after the regional divisions. The study was conducted with descriptive approach and source of data is secondary data collected from the BPS NTT Province, BPS and Bappeda Kabupaten Ngada. The results showed that before and after the splitting of Ngada District, which became pre-eminent sector both before and after the splitting of the division is the agricultural sector and manufacturing sector. In addition, this study also revealed the fact based on the analysis of Location Quotient (LQ), Shift-Share analysis and Klassen Typology that for the basic sector, before splitting the region there are 5 (five) basic sector and into 6 (six) sector basis after separation, NTT economic growth in the two periods are equally positive influence on the economy Ngada District, while based on the sectoral classification of economic growth was revealed that before and after the division there are 3 (three) sectors forward and grow fast, 2 (two) of them are sector agriculture and processing industries while the 3 different sectors namely electricity, gas and clean water before expansion and after expansion is the building and construction sector. However in a competitive, regional divisions to reduce the number of sectors that have an influence on the growth of other sectors of the previous 6 (six) sectors to just 3 (three) sectors after separation. Similarly, the number of sectors that have competitive advantage is reduced from the previous 5 (five) sectors into 4 (four) sectors following the regional divisions.
