Exploring cloud computing for tax counseling at the directorate general of taxes of Indonesia to achieve citizen centric services

One of the emergence issues in information technology is cloud computing. Cloud computing offering low cost IT with its benefit in flexibility, scalability, collaboration, sharing, user control, resource measurement, and environmental friendly. Many companies offer cloud services, such as Amazon and Microsoft. Private companies and governments adopt this cloud services. They come from develop countries. Many researchers study this latest trend with some concerns. This study will explore the cloud computing architecture for tax counseling service in the Directorate General of Taxes (DGT). A questionnaire about low cost IT and outsourcing based on cloud computing benefits and concerns has conducted. The results show that from the internal user perspective, cloud computing benefits are supported. The support from the user is important to implement a new technology successfully. Based on the results and review of the literature, the study discusses the possibilities of cloud computing in DGT. Hybrid cloud and community cloud are the best option for DGT to adopt. These clouds have several benefits that can help DGT to achieve citizen centric in providing services. Both clouds also can use to mitigate the risks and pitfall of cloud computing adoption. Implementing new technology in government is not easy. There are many things that public manager should consider. Public manager should understand the user needs – internally and externally. Public manager also can examine the benefits and risks of new information technology to achieve success.
