Evaluasi lokasi pusat peemrintahan Kabupaten Halmahera Tengah

Berdasarkan Undang–undang Republik Indonesia Nomor 1, Tahun 2003 tanggal 25 Februari, Kabupaten Halmahera dimekarkan menjadi tiga kabupaten/kota yaitu Kabupaten Halmahera Tengah sebagai kabupaten induk dan Kabupaten Halmahera Timur serta Kota Tidore Kepulauan, implikasinya Ibukota Kabupaten Halmahera Tengah yang dulunya beribukota di Soasio Kota Tidore Kepulauan harus dipindahkan ke Kecamatan Weda yang ditetapkan sebagai ibukota dan lokasi pusat pemerintahan Kabupaten Halmahera Tengah. Penelitian ini bertujuan untuk mengevaluasi apakah situasi dan kondisi Kota Weda, sudah memenuhi syarat hingga dipilih/ditetapkan sebagai ibukota/lokasi pusat pemerintahan Kabupaten Halmahera Tengah. Penelitian ini mengevaluasi dari beberapa variabel dan indikator sebagai ukuran penilaian yaitu kondisi fisik wilayah, kondisi ekonomi, kondisi sosial budaya, kondisi sarana dan prasarana, dengan mengacu pada teori lokasi dan kota dan kriteria pemilihan lokasi pusat pemerintahan kabupaten. Metode penulisan yang dipakai dalam penelitian ini adalah deduktif kualitatif dengan pendekatan rasionalistik dengan analisis serta pembahasannya diuraikan secara deskriptif. Penelitian ini menyimpulkan bahwa, penetapan Kota Weda sebagai lokasi pusat pemerintahan adalah karena beberapa faktor yang memenuhi syarat yaitu faktor letak geogafis yang tidak berhimpit dengan kota yang sudah berkembang, faktor pemanfaatan lahan yang bukan lahan produktif, ketersediaan lahan kosong untuk pengembangan kota, harga lahan yang sangat murah, tersedianya sumber air, aksesibilitas serta jaringan jalan yang baik, sehingga bisa di tempuh melalui transportasi laut maupun darat. Adapun indikator yang tidak layak adalah kerentanan terhadap bencana banjir dan ciri ekonomi masyarakat yang masih didominasi oleh kegiatan sektor pertanian.

Based on the Law of Republic of Indonesia No 1, Year 2003 dated 25 February,. Central Halmahera Regency was segregated into three regencies/ municipalities, namely Central Halmahera Regency as the main regency and East Halmahera Regency as well as Tidore Kepulauan Municipality. As a result, the capital city was moved from Soasio Tidore Kepulauan Municipality to Weda Sub-district. Weda is then established as the capital city for the civic centre of Central Halmahera Regency. This research evaluates Weda city, whether it has fulfilled the requirements and criteria to be chosen and established as the civic centre or as/Capital city of Central Halmahera. The research used several variables and indicators as criteria for assessments such as the physical condition of the region, economical condition, social cultural condition, infrastructural condition, by aiming at the theory of location and municipality as well as the criteria for selection of the location of civic centre. The method applied in the research was deductive qualitative with rationalistic approach. The analysis and discussion are presented descriptively. The research concludes that the establishment of Weda City as the location of civic centre, meeting several factors such as geographical site, which is not close to any developed cities; land exploitation factor, which is not productive land; the availability of area for city development; a very cheap price of land, the availability of water source, and accessibility and good road network. Howefer, several aspects are not meeting arpropriate indicators which are the site’s susceptibility toward flood disaster and the economic characteristics of the society who are still dominant in agriculture sector.
