Kebijakan pembentukan Kecamatan Hulu Kapuas di Kabupaten Kapuas Hulu :: Potret partisipasi masyarakat yang terabaikan

Pembentukan Kecamatan Hulu Kapuas yang dipisahkankan dari Kecamatan Kedamin (sekarang Putussibau Selatan), merupakan alternatif kebijakan yang dipilih oleh Pemerintah Kabupaten Kapuas Hulu untuk memaksimalkan penyelenggaraan pelayanan publik dalam upaya mengatasi berbagai permasahan yang terjadi di Kecamatan Kedamin terkait dengan rentang kendali penyelengaraan pelayanan publik. Kebijakan yang pada awalnya mendapat dukungan sepenuhnya dari seluruh masyarakat di wilayah kecamatan baru, dalam perjalanannya mendapat penolakan dari sebagian besar desa yang berada di wilayah kecamatan baru. Penolakan tersebut dipicu oleh tidak terakomodirnya aspirasi sebagian besar masyarakat menyangkut penempatan lokasi ibukota kecamatan yang baru. Terkait dengan hal tersebut, penelitian ini bertujuan untuk mengungkap dan selanjutnya menyajikan secara deskriptif tentang keseluruhan proses perumusan kebijakan pembentukan Kecamatan Hulu Kapuas, termasuk aktor‐aktor yang terlibat dan partisipasi/keterlibatan masyarakat dalam keseluruhan proses perumusan kebijakan dimaksud. Dalam penelitian ini, penulis menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Informan data meliputi : Tim Penataan Wilayah Administrasi Kecamatan, pejabat pemerintah daerah terkait, anggota DPRD Kab. Kapuas Hulu, para Kepala Desa, Ketua BPD, tokoh masyarakat dan ketua Forum di wilayah Kecamatan Hulu Kapuas. Hasil penelitian menunjukkan bahwa dalam keseluruhan proses perumusan kebijakan pembentukan Kecamatan Hulu Kapuas mulai dari tahap perumusan masalah, penetapan agenda kebijakan, tahap pemilihan alternatif kebijakan sampai pada tahap penetapan kebijakan, peran dan keterlibatan masyarakat sebagai perwujudan dari partisipasi masyarakat dalam keberadaannya sebagai salah satu elemen dalam suatu sistem kebijakan tidak terakomodasi. Hal ini diakibatkan oleh sangat dominannya peran para aktor pemerintah daerah dalam menentukan tujuan dan sasaran kebijakan, sehingga saluran‐saluran komunikasi yang dapat menjembatani kepentingan dan aspirasi masyarakat menjadi tertutup. Di samping itu, tidak adanya aturan terkait tatacara dan mekanisme keterlibatan masyarakat dalam suatu proses perumusan kebijakan itu sendiri juga menjadi salah satu kendala masyarakat untuk berpartipasi. Akibatnya, berbagai aspirasi masyarakat sasaran kebijakan tidak diakomodir dan menjadi suatu pertimbangan dalam memutuskan isi kebijakan. Di samping itu, keberadaan para anggota Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Kapuas Hulu sebagai perpanjangan tangan masyarakat untuk menyalurkan aspirasinya juga tidak dapat dijalankan secara maksimal. Hal ini diakibatkan karena inisiatif kebijakan pembentukan Kecamatan Hulu Kapuas merupakan inisiatif murni yang berasal dari eksekutif.

The establishment of Hulu Kapuas sub‐district which is separated from Kedamin sub‐district (now Putussibau Selatan), is the policy alternative which is chosen by the government of Kapuas Hulu regency to maximize the public service in order to solve many problems in Kedami sub‐district related to the control range of public service. The policy which is formerly supported by the whole society in the new sub‐district, nowadays is objected by most of the villages in the new sub‐district. The objection is caused by the unresponded aspiration of the most of the society related to the placement of the new sub‐district capital. Related to the problem above, this research is aimed to reveal and to provide descriptively the whole process of the policy formularization of the establishment of Hulu Kapuas sub‐district, including the persons who participated in the process. In this research, the writer uses the descriptive research method with qualitative approach. The data informants are: the Sub‐district Administration Area Regulation Team, the official of the local government, the member of the House of Representative of Kapuas Hulu Regency, the headmen, the Chief of Badan Permusyawaratan Desa (a kind of a village forum to communicate to solve problems), the magnates, the chief of forum in Hulu Kapuas sub‐district. The result of the research shows that in the whole process of the policy formulation of Hulu Kapuas sub‐district, start from the problem formulation, the policy agenda formulation, the choosing of the policy alternative, to the policy formularization, the society role and involvement as the implementation of public participation as one of the elements of the policy system is not responded. It is caused by the dominant role of the local government actor in determining the goal and target of the policy, therefore the communication system which relates the society aspiration and needs does not work. Besides, the lack of related regulation and society participation mechanism in the process the policy formularization becomes the obstacle of the society to participate. As a result, many of society aspirations as the policy target is not responded and does not become the deliberation in formulating the policy. Besides, the role of the members of the Local House of Representative (Dewan Perwakilan Rakyat Daerah) of Kapuas Hulu Regency to conduct the public aspiration is not maximum. It is caused by the policy initiative of Hulu Kapuas sub‐district establishment is the initiative which is purely from the executives.
