The research intended to study the implementation of principles of establishment of good regulation in the process of establishment of regional regulations in South Tapanuly Regency, Case Study on Regional Regulation Number 10 of 2007 on Moslem and Moslemah Apparel Wearing. Started from this research purpose, it was formulated problem as follow: how is the implementation of the principles of good regulation in the process of establishment of regional regulation in South Tapanuli, and whether the process of establishment of Regional Regulation Number 10 of 2007 on Moslem and Moslemah Apparel Wearing in South Tapanuli Regency has been appropriate to the principles of establishment of good regulations. The research can be categorized as empirical-normative research and its analysis was descriptive-qualitative. Meanwhile the method of data collection was conducted through documentation study and field research, i.e. by using interview method with the source person who has relation to the research object. From the result of research it can reveal that every process of establishment of Regional Regulation in South Tapanuli Regency is always based on the good regulations and conducted by the opinion hearing from society. The process of establishment of Regional Regulation Number 10 of 2007 is also appropriate to the general principles of the establishment of good regulation, both formally or materially. Before the Regional Regulation is implemented it had been conducted initially public test by inviting the best stakeholders.
