Pertama, usaha yang dikelola secara finansial harus mampu memberikan laba. Kedua, bermanfaat secara ekonomi dan sosial bagi masyarakat sekitar. Ketiga, dalam menjalankan proses bisnis memperhatikan kelestarian alam dan lingkungan. Sebagai kelompok usaha yang mengelola sumber daya alam, PT Perkebunan Nusantara IV (Persero) dituntut untuk mampu melaksanakan program Corporate Social Responsibility (CSR), yang sejalan dengan karakter bisnis dan komunitas sekitar. Adanya kesenjangan antara kehidupan pekerja dengan masyarakat sekitar perkebunan perlu dijembatani dengan keterlibatan perusahaan dalam upaya meningkatkan kapasitas sosial ekonomi masyarakat agar mampu hidup lebih baik. Bantuan PT Perkebunan Nusantara IV (Persero) dalam penyediaan sarana air minum bagi masyarakat Bahal Gajah, Kecamatan Sidamanik Kabupaten Simalungun yang berbatasan dengan Kebun Bah Birong Ulu pada Tahun 2008 merupakan implementasi dari program CSR. Ternyata, program tersebut tidak hanya mampu meningkatkan kualitas hidup masyarakat juga secara sosial juga mampu memperbaiki persepsi masyarakat kepada perkebunan. Hubungan sosial antara komunitas perkebunan dengan masyarakat sekitar menjadi semakin baik. Masyarakat menyadari bahwa eksistensi perkebunan memberi manfaat bagi masyarakat sekitar. Permasalahan potensial yang harus diantisipasi dengan bantuan tersebut adalah menurunnya kemandirian masyarakat dan kemungkinan tidak mempunyai masyarakat merawat fasilitas yang ada sehingga mampu memberi manfaat dalam jangka panjang. Perlu kelembagaan baru untuk merawat dan mengelola fasilitas yang ada dengan menerapkan kutipan biaya pemeliharaan bagis etiap keluarga yang menerima fasilitas air minum ke rumah masing-masing.
This research was aimed to measure the implementation of CSR program of PTPN IV (Persero) by developing drinking water facilities in Bahal Gajah village, Sidamanik, Simalungun. As business institution, to manage the natural potencies, PT Perkebunan Nusantara IV (Persero) is claimed to implement the program of Corporate Social Responsibility (CSR), as a character of business and community. The management awares that there are three pillars affecting the competitiveness and survival of the business entity. First, the business financially must give the profit. Second, economically and socially had contribution on people around the firm. Third, in running the process of business it will notice the natural preservation and environment. Actually, there are social problems between the life of worker with people around of the estate such that PTPN IV should be involved in attempting increasing capacity of economic social of people for better life. The assistance of PT Perkebunan Nusantara IV (Persero) in delivery of water drinking facility for people of Bahal Gajah, subdistrict of Sidamanik, district of Simalungun, bordering with Kebun Bah Birong Ulu in 2008 is implementation of CSR program. This research had attempted to evaluate the performance of CSR program of PTPN IV by measuring social perception on the program. The program had actually a good impact as shown by increasing the quality of people life and improved perception of people to the estate. Likewise, social relation between estate workers and the community is getting better since the people aware that existence of estate has been contributing the importance needs for people. However, there is another problem that should be anticipated by the estate in assisting the people in maintaining the facility themselves for long term utilization. There must be build social institution in maintain and managing the facilities with using the collection of cost for maintenance from each family benefitted by the facility of drinking water to their house.
