A Study of road safety education, publicity and campaigns

Road crashes are a major cause of death and serious injuries in many countries and extract a high cost society. In most regions of the world this epidemic of road traffic injuries is still increasing. WHO predicts that at 2030, road traffic injuries will become the 5th leading cause of death. Road safety measures, aimed at achieving this safety goal by preventing traffic crashes and reducing their severity, are traditionally referred to as the three E's: Enforcement measures, Engineering measures and Education measures. The objectives of this research are to provide an overview of the implementation of road safety education in European countries, provide an overview of road safety education regulated in Indonesian law and the position of road safety education in the education system in Indonesia, analyze the effectiveness of road safety publicity and campaigns in changing traffic behaviour of road users and propose a road safety education, publicity and campaign in Indonesia. Literature review is used in this thesis as a method. Collecting literatures, such as journal, scientific articles, books, reports, internet browsing results, etc., are related to road safety education, publicity, and campaign, as references, and are compiled to be reviewed. It was found that in an overwhelming majority of EU countries, Road Safety Education (RSE) has been long enough established as one of the tools of road safety measures to support the implementation of road safety. Every country finds road safety education important, and in many countries road safety education is compulsory. It seems that there is a general belief that road safety education works. Contrary with the condition in Indonesia, RSE has been regulated in the Act of the Republic of Indonesia Number 22 Year 2009 on Traffic and Road Transport but it is not yet implemented as we can see on the National Education Standard/Curriculum on Act of the Republic Indonesia Number 20 Year 2003 on National Education System. Some researches and evaluations on the effectiveness of the publicity campaign on road safety showed significant results. Publicity campaign proved an impact in changing traffic behaviour of road users. Many road safety experts argue in favours of combinations of measures along the so-called three E’s, i.e. Education, Enforcement and Engineering. Besides more sustainable effects, the combination of education and publicity campaign with enforcement and/or engineering contributes also to a broader basis of road safety issue in the community. Combined actions will result in higher awareness.
