Seleksi CPNS Mandiri di Kbupaten Banjarnegara tahun 2009

2010 | Tesis | S2 Administrasi NegaraSeleksi mandiri tahun 2009 di kabupaten Banjarnegara disinyalir memuat penyimpangan yakni menjadi ajang praktek KKN, orang-orang yang diterima mayoritas orang-orang dekat kepala daerah, kepala dinas, anggota dewan atau satgas partai. Terbuka peluang kongkalikong antara panitia CPNS dengan peserta. Dimanfaatkan kepentingan Pilkada 2010. Oleh karenanya perlu dilakukan kajian tentang rekrutmen CPNS di kabupaten Banjarnegara. Metode penelitiannya kualitatif. Teknik pengumpulan data meliputi wawancara, observasi dan dokumentasi. Teknik analisis data menggunakan teknik analisis data deskriptif. Hasil penelitian formasi belum berdasarkan kebutuhan instansi, usulan formasi dari instansi belum menjadi dasar penyusunan formasi ke Menpan, adanya faktor politik. Akses masyarakat pada pengumuman masih mengalami kesulitan. Faktor yang mempengaruhinya tidak ada anggaran untuk publikasi. Pelamaran tidak ada persyaratan SKCK dan AK 1, ada kekosongan pelamar, faktor politik memainkan peran pada proses pengusulan pengalihan kekosongan formasi. Penyaringan tidak ada ujian ketrampilan dan tes wawancara. Penentuan pelamar yang diterima bekerjasama dengan UNES pada pembuatan soal dan pengolahan LJK. Pengumuman pelamar yang diterima hanya mengumumkan nama-nama pelamar lulus tes, nomor tes dan formasi. Pengangkatan ada keterlambatan mendapatkan NIP dikarenakan kesalahan mengenai penulisan NIP dari BKN. Penempatan dipengaruhi oleh hal-hal personal, hubungan kekerabatan dan syarat muatan politik menjelang pilkada 2011. Saran yang ditawarkan usualan formasi dari masing-masing unit organisasi harus sebagai dasar penyusunan formasi, harus ada publikasi pengumuman lowongan CPNS di koran, perubahan peraturan diwajibkannya nilai-nilai pelamar yang dinyatakan lulus maupun tidak lulus ditampilkan di pengumuman kelulusan CPNS, penempatan CPNS pada instansi yang benar-benar membutuhkan. Pada intinya sangatlah perlu dibuat peraturan yang memuat keterlibatan masyarakat pada seluruh proses rekrutmen agar pengaruh politik yang selama ini melingkupi proses rekrutmen tidak ada sama sekali.
The autonomous selection signals some deviations such as corruption, collusion, and nepotism practices. Besides, some hired people are they who have close relationship with regional or department chiefs, congress members, or task units of some political party. Furthermore, there is a possibility of intrigue between the committee of Civil Servants Candidate (Calon Pegawai Negri Sipil / CPNS) and its members. This recruitment is also closely related to the Regional Chief Elections. Therefore, the study of CPNS recruitment is needed in Banjarnegara Regency. This research uses qualitative method. The Data Collecting Technique of this research includes interview, observation, and documentation. Furthermore, this research uses the descriptive data analysis technique. The result of this research shows that the formation is not based on the needs of the institution and the suggested formation from the institution has not been used by Menpan as the basis of the formation. Political factor also influences this recruitment. Furthermore, the result publication is difficult to access because there is no fund calculation for publication. Some applicants do not fulfill the requirements. If there is an emptiness of the applicants, the political factor plays its role in the inquiry process of formation transfers. There is no capability test or interview in the filtering process. The determination of hired applicants is cooperated with UNES in order to create the test questions and the processing of answer sheet. The announcement of hired applicants also includes the name of the applicants who pass the test, their test number, and their formation. In the appointment process, the distribution of Official Registry Number of Civil Servants is late because there are some mistakes in its writing process by the BKN. The Placements of the Civil Servants are influenced by personal issues, nepotism, and political issues related to the Regional Chiefs Election 2011. This research suggests that the formation proposal from each unit of organization must have been used as the basis of formation. Then, the recruitment result must be announced in newspapers. The changes of the rules related to the test result must be included on the result announcement. The recruited Civil Servant must be placed in the institution that really needs them. In conclusion, it is necessary to make a rule that includes the society in all recruitment process in order to remove political influence in the recruitment process.
